About this opportunity

The City of Gresham, Oregon, is requesting bids on the 2026 Waterline Replacement Project (CIPWT0041) involving replacement of aging water mains across three locations within the city, with bids due October 7, 2026. Oregon resident bidders—those who have paid unemployment or income taxes in Oregon during the 12 months preceding bid submission and maintain an Oregon business address—receive a preference.

The scope spans three sites: Site 1 on NW 3rd Street, NW 4th Street, NW Overlook Court, and NW Florence Court (approximately 21,850 linear feet); Site 2 on SE 3rd Street near SE Powell Boulevard (approximately 5,500 linear feet); and Site 3 on SE Greenway Drive, SE 5th Street, and SE Lovrien Place (approximately 8,230 linear feet). All three sites require 8-inch Class 52 ductile iron pipe with cement-mortar lining, conforming to ANSI A-21.11 with U.S. Tyton joint construction. The contractor must install fire hydrant assemblies, water service connections, blow-off assemblies, gate valves, thrust blocks, and related appurtenances; conduct utility notification per ORS 759.541 to 757.571; implement erosion prevention and sediment control; obtain all required permits and licenses; flush and chlorinate waterlines; and certify potable water testing through an Oregon State Department of Human Services and City-approved laboratory before service hookup. All work must comply with City of Gresham Public Works Standards (2019 Edition) and Oregon prevailing wage requirements under ORS 279C.800 to 279C.870.

Contractors must be registered with the Oregon Construction Contractors Board; carry liability and workers' compensation insurance; certify independent bid submission without collusion and non-discrimination practices; and submit Federal Tax ID, State Tax ID, Construction Contractors Board number, and Gresham Business License certification before contract approval. All subcontractors must register with the Construction Contractors Board or be licensed by the State Landscape Contractors Board. Bidders exceeding $100,000 must disclose first-tier subcontractors meeting 5% of total contract price (minimum $15,000) or $350,000 threshold within two working hours of the October 6, 2026 2:00 PM bid closing. Bidders must also complete and submit a Good Faith Efforts Certification demonstrating solicitation of disadvantaged, minority, women, disabled veteran, and emerging small businesses as subcontractors. Addendum 1 modifies the original solicitation and bidders must acknowledge receipt as a bid condition.
