About this file
This is a Bidders Good Faith Efforts Certification form issued by the City of Gresham, Oregon, for the 2026 Waterline Replacement Project (CIPWT0041), which involves the replacement of aging water mains at three locations within the city. The certification form establishes mandatory requirements for bidders participating in this project to demonstrate compliance with minority and disadvantaged business enterprise participation standards. Bidders must complete the form to be eligible for contract award and must certify that they have made good faith efforts to utilize disadvantaged business enterprises, minority-owned businesses, women-owned businesses, disabled veteran businesses, and emerging small businesses as subcontractors when possible.
The form requires bidders who intend to hire subcontractors to solicit bids from specified organizations including the Oregon Association of Minority Entrepreneurs (OAME) and the SW Washington Contractors Association. Bidders must divide the project into small tasks or quantities when economically feasible to maximize participation by targeted business categories, allow a minimum of 48 hours for subcontractor responses, and document all good faith efforts undertaken to encourage participation from special businesses. Additionally, bidders must identify any disadvantaged or minority-owned subcontractors hired for the project and specify their scope of work. The certification must be signed by the contractor's authorized officer and submitted to the City of Gresham for consideration.
