About this opportunity
The City of Palm Coast, located in Flagler County, Florida, is soliciting bids for the 2026 Street Resurfacing project through an Invitation to Bid (ITB-SWE-26-09). The procurement involves comprehensive roadway milling and resurfacing of Palm Coast Parkway from I-95 east to the Hammock Dunes Toll Bridge, including several side streets: Harbor Center Way, Florida Park Drive, Clubhouse Drive, Colbert Lane, and Fairways Circle. The project requires milling 1.5 inches of existing asphalt and replacing it with new asphalt, along with striping, utility valve/manhole adjustments, and potential base repairs involving deep milling up to 8 inches. All paving operations will be exclusively performed during nighttime hours between 8:00 PM and 7:00 AM, with a total construction timeline of 120 consecutive calendar days from the Notice to Proceed. Bidders must be pre-qualified with the Florida Department of Transportation (FDOT) for specific work classes including Drainage, Flexible Paving, and Other Work (Milling). The bid submission deadline is December 18, 2025, at 2:00 PM, with a non-mandatory pre-bid meeting scheduled for November 20, 2025, at 10:30 AM. Bids will be evaluated based on the lowest responsive and responsible bid, with potential consideration for local business preferences.
The solicitation does not explicitly indicate specific set-aside designations for disadvantaged enterprises, though the City of Palm Coast will not discriminate based on social, political, or ideological interests in accordance with Florida Statutes. Bidders are required to submit a 5% Bid Bond for bids over $100,000 and will need to provide Performance, Payment, and Material and Workmanship Bonds upon contract award. The procurement requires comprehensive documentation, including financial statements, company information, experience details, equipment lists, and various certifications. While no specific incumbent vendors are mentioned, contractors must demonstrate FDOT pre-qualification and technical capability. The City reserves the right to reject all bids, solicit new bids, or cancel the project entirely. Though a specific budget range is not disclosed, the complexity of the project—involving arterial roadway resurfacing, base repairs, and turn lane extensions—suggests a significant municipal infrastructure investment.
