About this opportunity

The City of Wichita's Public Works & Utilities Department is soliciting sealed bids under RFB 468-2026-029581 for construction services on the 2026 Sanitary Sewer Rehabilitation Phase B, with bids due November 20, 2026 at 10:00 a.m. Bidders must hold Kansas licensing and have a minimum of three years' experience in similar services. Municipal government experience is desired but not required.

The scope is cured-in-place pipe (CIPP) lining of approximately 1,779 linear feet of 10-inch sanitary sewer in the Lincoln area, from Green to Hillside, across three sites between manholes 5646-212 and 5646-222. Work includes pre- and post-lining video inspection, building service reinstatements, hydrophilic end seals where required, and spot repairs as determined by City staff. The liner is high-modulus PVC pipe under Section 806, referencing ASTM F1871 and F1867. Bypass pumping and strict OSHA compliance, including confined space entry, are required.

Bonding and insurance are required before award or bid opening. A bid bond of 5 percent of the total bid is due before bid opening. The successful contractor must furnish a performance bond for 100 percent of contract value and a labor and materials payment bond running to the State of Kansas equal to the contract total. The City requires $1,000,000 per occurrence and $2,000,000 aggregate general liability, $1,000,000 comprehensive automobile liability, statutory workers' compensation, and $1,000,000 per accident employers liability, with the City named as primary and non-contributory additional insured. The Certificate of Insurance is due within ten days of award notification.

Payment is lump sum or measured quantity by unit prices, with CIPP liner work paid at 50 percent of quantity installed until post-liner inspection videos and logs are accepted. Work must finish within 20 working days from start, which begins 30 calendar days after award. Award goes to the lowest and best total net bid from a responsible and responsive vendor. The project is not state or federal aid. Place of performance is Wichita, Kansas, in Sedgwick County.

Bids are submitted electronically through the City's procurement portal at wichita.gov/procurementportal or by email to Val Falo at VFalo@wichita.gov, (316) 268-4414. The Board of Bids and Contracts opens and tabulates proposals publicly. The bid table requests quoted delivered prices for all equipment, materials, and services listed.
