About this opportunity

Paulding County, Georgia is procuring sealed bid proposals for the 2026 Safety Action Program – Thermoplastic Line Striping Project, a roadway safety infrastructure improvement initiative. The project involves thermoplastic line striping and installation of Raised Pavement Markers (RPMs) on fourteen county roads totaling approximately 26.65 miles across routes ranging from 0.2 to 7.2 miles in length, including major corridors such as Dallas-Acworth Highway, Georgian Parkway, and Old Cartersville Road. Key deliverables include refreshing existing thermoplastic striping and installing new RPMs in appropriate locations, with surface preparation for RPM installation required to comply with Georgia Department of Transportation (GDOT) Specification 654.C.1, which mandates pavement cleaning via sand-blasting or grinding to remove dirt, curing compounds, grease, oil, paint, moisture, and loose or unsound layers. The work scope explicitly excludes the addition of arrows, stop bars, crosswalks, or removal of existing thermoplastic lines and RPMs; instead, work focuses on refreshing existing markings and installing new markers. Sealed proposals must be received by 10:00 a.m. EST on Friday, February 6, 2026, at the Paulding County Purchasing Office, 240 Constitution Boulevard, Dallas, Georgia 30132, with bid opening and public reading to follow immediately thereafter. Project completion is required within eight months from issuance of the Notice to Proceed. Bidders may direct technical questions to Jose Pagan-Otero at 770-445-4759 or contact the Purchasing Department at 770-443-7512 or purchase@paulding.gov; bidding documents are available upon written request from the Purchasing Department. All work must comply with current Georgia Department of Transportation Standard Specifications for Construction of Roads and Bridges, with attached modifications and special provisions.

Bid requirements include submission of a bid bond or acceptable alternative (certified check, cashier's check, or cash) equal to five percent of the total bid amount, with bids remaining valid for 60 days following the opening date. The successful bidder will be required to furnish performance and payment bonds for 100 percent of the contract amount, with all surety and insurance companies maintaining an AM Best rating of A-6 or higher and being licensed to conduct business in Georgia. Payment requests are due by the fifth of each month and will be paid by the twentieth of each month with ten percent retainage withheld until final project acceptance. No specific set-aside designations for disadvantaged enterprises, incumbent vendors, or budget range information is detailed in the available procurement documents. Paulding County Department of Transportation will provide pre-work preparation including clipping and blading of roadway edges prior to edge line installation, ensuring contractor focus on striping and marker installation activities. The owner reserves the right to reject any or all bids and to waive formalities or re-advertise the project as needed.
