The scope requires street edging, sweeping, tack coat application, milling as needed, and asphalt overlay installation with Superpave bituminous concrete wearing surface (1-inch thickness, 3/8-inch maximum aggregate, ESAL Range C at 165 pounds per square yard, tack coat at 0.07–0.15 gallons per square yard), plus pavement striping per ALDOT CODE 701 Class 2, all per ALDOT Standard Specifications for Highway Construction 2022 Edition and MUTCD 2009 Edition. All materials testing, dust control, traffic control, debris removal, and shoulder work including seeding and mulching are contractor-supplied. Work must commence within ten days of the Notice to Proceed and be completed within thirty consecutive calendar days, with liquidated damages of $500 per day for delays beyond that period.

All pricing must remain constant through December 31, 2026. Bids include a lump sum line item for all listed streets and an additive alternate for asphalt millings priced per cubic yard with loading, hauling, and delivery.

Contractors must be licensed in Alabama, enrolled in E-Verify, and carry Commercial General Liability ($1 million each occurrence, $2 million annual aggregate), Business Auto Liability ($1 million), Worker's Compensation, and Commercial Umbrella/Excess Liability ($1 million). Bids exceeding $100,000 require a certified check or bid bond equal to 5 percent of the bid amount (not to exceed $10,000). The winning contractor must obtain a Performance Bond equal to 100 percent of the contract amount and a Labor & Materials Payment Bond of at least 50 percent within ten days of the Notice of Award.
