About this opportunity
The City of Toledo's Division of Purchases and Supplies is soliciting bids for pneumatic pumps, landfill gas wellheads, and fittings for the Hoffman Road Landfill, due November 10, 2026 at 1:30 p.m. EST, with bids read at 2:00 p.m. EST. A local preference applies "if applicable" under the solicitation's local preference procedures. A bid guaranty in the form of a cashier's check or bid bond is a responsiveness requirement, and bids without one are deemed non-responsive.
Bidders may quote one, two, or all three goods categories on a unit price basis: 2-inch landfill gas wellheads with fine control globe-type or similar valves, condensate removal pneumatic pumps for vertical wells and sumps, and flexible piping, couplers, regulators, and discharge hose assemblies. Cleaning kits and one-day on-site training are optional. Quantities will be determined from quotes received and available funding. Pumps must operate across a pH range of 2 to 12 and 60 to 150 psi and carry a five-year mechanical warranty. Suppliers and manufacturers must have operated for at least five years with demonstrated installations at comparable landfill facilities. Certified performance curves at 80, 100, and 120 psi are required with each bid.
Bidders must identify tariff-sensitive pricing and disclose its cost impact. Post-execution price adjustments are permitted only for documented, material tariff changes that could not reasonably have been anticipated.
The contract term is one year with up to three additional one-year renewals. Payment is due within forty-five calendar days of acceptance of deliverables or receipt of a proper invoice, whichever is later, and discounts apply for payment within 14 or 30 days. Awards go to the "lowest and best" offer, weighing bid price, past work experience with the City of Toledo, local preference if applicable, and life-cycle cost under Toledo Municipal Code section 187.34.
Vendors awarded contracts exceeding $10,000 must comply with the City's living wage requirements under Toledo Municipal Code Chapter 187, and the Living Wage Contract Addendum is a required bid submittal. The City's insurance requirements for non-professional contracts valued at $40,000 to $100,000 include $1,000,000 commercial general liability, $1,000,000 comprehensive automobile liability, and $1,000,000 umbrella coverage, with A-Best rated insurers authorized in Ohio and the City named as additional insured.
