About this file

This is a Request for Quotation issued by the City of Toledo, Ohio, Department of Public Service, Division of Solid Waste, for the procurement of pneumatic pumps, wellheads, and fittings for the Hoffman Road Landfill. The solicitation seeks quotations for landfill gas wellheads (2-inch diameter with fine control globe-type or similar valves), landfill gas condensate removal pneumatic pumps for vertical wells and sumps, flexible piping and couplers, regulators, discharge hose assemblies, and optional cleaning kits and one-day on-site training. Bidders may submit quotes for one, two, or all three goods categories as a unit price contract, with quantities to be determined based on quotes received and available funding. The response submission deadline is Tuesday, November 10, 2026, at 1:30 PM EST, with bids to be read at 2:00 PM EST. Bids must be submitted online through the City of Toledo's PlanetBids portal. There is no pre-bid meeting scheduled for this solicitation.

The evaluation criteria for award are "lowest and best" offer, considering bid price, past work experience with the City of Toledo, local preference if applicable, and overall life cycle cost considerations as outlined in Toledo Municipal Code section 187.34. Bidders must provide a bid guaranty in the form of a cashier's check or bid bond and submit required documentation including cut sheets, certified performance curve sheets at 80, 100, and 120 psi, estimated delivery lead times, and a signed contract. Suppliers and manufacturers must have been in business for a minimum of five years with demonstrated successful installations at comparable landfill facilities. Payment terms should include discounts for early payment within 14 days and lesser discounts for payment within 30 days, with no discount expected for net 45-day arrangements. Pneumatic pumps must meet specific minimum specifications including pH operating range of 2 to 12, air pressure operating range of 60-150 psi, and a five-year mechanical warranty. Bidders must identify any pricing subject to tariff fluctuations and clearly disclose the cost impact, as pricing adjustments after contract execution will only be permitted for documented, material tariff changes that could not have been reasonably anticipated. All local preference procedures and tariff notification requirements are detailed in the solicitation documents.
