About this opportunity
Palm Beach County Water Utilities Department is soliciting sealed bids on a 2026 Pipeline Continuing Construction Contract for the furnishing and installation of raw water mains, potable water mains, wastewater force mains, reclaimed water mains, fire hydrants, water service lines, and associated appurtenances, with bids due August 5, 2026 at 2:30 PM and a non-mandatory pre-bid conference on July 22, 2026 at 10:00 AM. This is a rebid incorporating three addendums to the original solicitation. A mandatory minimum of 15% Small Business Enterprise (SBE) participation is required; bidders unable to comply must submit waiver requests at bid submission.
The contract covers 234 bid items with unit price and lump sum pricing components. Work will be issued through multiple work authorizations on an as-needed basis over a thirty-six-month period. The contractor must submit estimated quantities within fourteen days of receiving plans and complete work authorizations and bonds within seven days of owner review. Work hours are limited to 7:00 AM to 5:00 PM on weekdays with no holiday work permitted. The contractor bears all costs for labor, supervision, materials, equipment, tools, temporary facilities, utilities, permits, testing, traffic control, environmental compliance, and demobilization as part of the bid price. Contractors must provide outage plans to the owner for approval at least 48 hours in advance of any work requiring modification to existing facilities. Compliance with federal, state, and local safety regulations, OSHA standards, and NPDES permit requirements is mandatory.
The County's funding limit is $32.3 million. Award will be made to two of the lowest responsive and responsible bidders. The contract term is one year with two optional twelve-month renewal periods. Bid security of not less than 5% of the bid price is required in the form of certified check, cashier's check, money order, or bid bond. The successful bidder must furnish a public construction bond of 100% of the contract price within 14 calendar days of notification. All bidders and subcontractors must be registered in Palm Beach County's Vendor Self Service system prior to award, and all subcontractors must be properly licensed and certified by the State of Florida and Palm Beach County. Bid documents are available for free download from the County's Vendor Self Service page beginning July 6, 2026, or from plan houses for a non-refundable service charge of $150.00 per set. Questions are due July 18, 2026.
