About this opportunity
Douglas County, Georgia is soliciting bids for Solicitation Number 25-029, a comprehensive mowing and litter removal project covering approximately 258 miles of county roadways. The procurement seeks a contractor to perform eight cycles of right-of-way mowing and litter pickup, including brush and slope trimming within established mowing limits. Bidders must furnish all necessary materials, labor, and equipment to complete the work, with the initial contract term set for one fiscal year and potential renewals for four additional one-year periods contingent on satisfactory performance and budget approval. A non-mandatory pre-solicitation meeting is scheduled for November 13, 2025, at 10:00 AM, with a question deadline of November 19, 2025, at 4:00 PM EST. Proposals are due November 27, 2025, at 2:00 PM EST, and must be submitted through BidNet. Evaluation criteria include the ability to provide a 5% bid bond, proof of insurance coverage with $1,000,000 in comprehensive general liability, workers' compensation, and auto liability, and submission of three references from similar commercial mowing contracts.
The contract requires contractors to perform 70% or more of the project without subcontractors and maintain the ability to bond 100% of the submitted bid amount through qualified surety companies. While no specific set-aside designations for disadvantaged enterprises are mentioned, bidders must comply with Georgia Security and Immigration Compliance requirements and follow Douglas County Purchasing Policy. Liquidated damages ranging from $100 to $500 per day may be applied for various non-compliance items. Payment will be based on unit price per centerline mile, calculated upon cycle completion and approved by the Project Manager. Both surety and insurance companies must maintain an AM Best rating of A-6 or greater and be listed in the Federal Registry of Companies holding Certificates of Authority and Acceptable Sureties on Federal Bonds. The contract allows for flexibility in cycle additions or reductions based on final budget allocation, though specific budget ranges were not explicitly detailed in the procurement documents.
