The procurement encompasses two bid categories: Bid Category No. 1 (Demolition) covering complete removal of the existing Dutton Elementary School building, including footings, foundations, ductwork, piping, wiring, and associated MEP systems; and Bid Category No. 2 (Earthwork) covering site clearing, grading, excavation, fill, pavement removal, utility structure and underground storm piping removal, and playground removal. Qualified bidders must demonstrate at least five years of successful experience on similar work, possess appropriate licensing, and maintain adequate financial resources. This is not a prevailing wage project. Bid security equal to 5% of the base bid is required in the form of a certified or cashier's check or bid bond. Contracts exceeding $50,000 require Performance, Labor, and Material bonds from a surety company rated A- or better. Bids must remain firm for sixty days following the bid opening date.
The scope includes documented hazardous materials: an Asbestos Survey Report dated May 11, 2026 identified asbestos-containing materials in six homogeneous areas including mortar, caulk, and vinyl tile with adhesive. Lead-based paint sampling results and hazardous materials observation reports have been provided to bidders. Contractors are responsible for compliance with Michigan OSHA requirements, including a written job-specific Silica Exposure Plan, and must provide their own first aid, fire protection equipment, barricades, power, and water sources.
Project schedule includes work start June 30, 2026, hazardous material removal beginning July 14, 2026, site demolition commencing August 18, 2026, building demolition September 1, 2026, and substantial completion targeted for October 2026. Only mailed bids are accepted; faxed, emailed, or uploaded submissions will not be considered.
