Required qualifications include a valid Utah General Contractor license, county or city business license, a Payment and Performance Bond equal to 100% of the contract price, and Commercial General Liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate. Contract award will be made to the lowest responsive and responsible bidder based on evaluation criteria weighted at 40 points for Construction Bid, 30 points for Previous Project Experience, and 30 points for Personnel/Project Manager/Project Engineer/Superintendent. Site inspections are required, and liquidated damages of $300 per calendar day apply for delays, with a maximum of 60 days and a one-year warranty obligation for materials and workmanship following substantial completion.
The procurement documents do not identify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendors for this project. There are no specific organizational restrictions mentioned that would limit competition to particular types of entities. The bid documents do not specify an anticipated contract award value or budget range, leaving pricing open for competitive bidding. Bidders must submit unit prices for mobilization, traffic control, stormwater pollution prevention, profile milling, overlay, and manhole and valve adjustments as part of their sealed bid submissions. All materials must be new and conform to the American Public Works Association Manual of Standard Specifications (1997 Edition), and the contractor assumes responsibility for all associated project costs beyond the unit pricing structure. Questions regarding the procurement must be submitted in accordance with the procedures outlined in the official bid documents, with the deadline for questions and bid opening occurring on April 20, 2026.
