About this opportunity

The Michigan Department of Technology, Management & Budget Printing Services is requesting bids for printing and distributing 64,160 copies of the 2026 DNR Small Game Hunting Regulations, with bids due June 3, 2026. Only prequalified vendors registered with the State of Michigan Print & Mail Management program may bid; vendors must complete prequalification (approximately one week) before submission.

The scope is 64,160 books with a trim size of 5.375" × 8.375", 52 total pages, 4-color process printing with bleeds, 60# white gloss cover, 40# white gloss text stock, saddle-stitched along the 8.375" edge, and packed in paper bands of 20. All materials must be ready for in-store distribution no later than August 17, 2026 with no exceptions. Completion is required 15–20 business days upon proof approval. The vendor must provide digital and hardcopy proofs and respond to specific timeline questions regarding when press-ready files and final proof approval are needed to meet the deadline.

Direct shipment to approximately 1,276 retail, hardware, sporting goods, convenience, bait-and-tackle, and DNR field-office locations across Michigan is required using DTMB's FedEx account number 294170709. The vendor must include the Sigma purchase order number on all third-party shipment modules for tracking. Bids must be submitted online on an F.O.B. Destination, prepaid basis, with all costs including freight to the dock at 7461 Crowner Drive, Lansing, Michigan 48913. The dock operates Monday through Friday, 8:00 a.m. to 3:30 p.m., excluding standard holidays. Shipment coordination should be directed to Bradley M. Schumann, Print Consultant, at the General Services Building, 7461 Crowner Drive, Dimondale, Michigan 48821.

Award will be determined based on best price and value to the state rather than lowest bid alone, with consideration given to past quality performance and ability to meet specifications. Late bids are rejected; no underruns are accepted, and overruns are at the vendor's expense. Vendors must accept Electronic Funds Transfer payment from the State of Michigan and maintain records for four years post-contract.
