About this opportunity
Plumstead Township in Bucks County, Pennsylvania is soliciting sealed bids electronically via PennBid for the procurement of on-road low sulfur diesel fuel (approximately 15,000 gallons with B-2% bio content) and premium unleaded 93 octane gasoline (approximately 40,000 gallons). Diesel fuel will be delivered to three locations: the Public Works Building at 5119 Stump Road with weekly Monday deliveries to a 1,000-gallon tank, Point Pleasant Fire House at 6500 Point Pleasant Pike with deliveries every three to four weeks to a 500-gallon tank, and an emergency generator at the same fire house with monthly deliveries as needed to a 100-gallon tank. Gasoline will be delivered at least twice weekly (Mondays and either Thursdays or Fridays) to the Public Works Building's 1,000-gallon tank and upon request to the Point Pleasant Fire House's 300-gallon tank. Sealed bids must be submitted electronically through PennBid by 11:00 AM on May 6, 2026, with public opening and reading of bids occurring at the same time. Pricing shall be based on the Oil Price Daily, an OPIS Publication reseller tank car low price dated May 2, 2025, for the respective fuel types in Philadelphia, Pennsylvania, with no seasonal adjustments, dyed diesel products, or extra per-delivery charges permitted. All bids must include a non-collusion affidavit, workmen's compensation affidavit, and a bid bond of at least 10 percent of the total bid price issued by a Pennsylvania-licensed surety, with contract award to the lowest responsible bidder contingent upon submission of required documentation within five days of award notification.
The successful bidder must furnish a performance bond equal to 50 percent of the contract amount within 14 days of award, along with evidence of current insurance and workmen's compensation acceptance documentation. Required insurance includes workmen's compensation coverage, manufacturers and contractors public liability with a $2,000,000 limit, automobile liability with a $1,000,000 limit, and property damage with at least a $50,000 limit, with Plumstead Township named as an additional insured. An escalator clause is available allowing the contractor to adjust pricing based on documented cost increases or decreases, provided adjustments do not exceed 25 percent above the base price. Billing shall occur monthly with delivery tickets provided as proof of delivery. The procurement documents do not specify any set-aside designations, minority or disadvantaged enterprise restrictions, incumbent vendors, or specific budget ranges; however, the Township reserves the unqualified right to reject any or all bids and waive any informalities in the bidding process.
