About this file

This is an Invitation to Bid document issued by Plumstead Township in Pennsylvania for sealed bids to be received electronically via PennBid until 11:00 AM on May 6, 2026. The township is soliciting bids for two primary materials: approximately 15,000 gallons of on-road low sulfur diesel fuel (B-2% bio) and approximately 40,000 gallons of premium unleaded 93 octane gasoline. The diesel fuel will be delivered to three locations—the Public Works Building at 5119 Stump Road (1,000-gallon tank with weekly Monday deliveries), Point Pleasant Fire House at 6500 Point Pleasant Pike (500-gallon tank with deliveries every three to four weeks), and an emergency generator at the same fire house (100-gallon tank with monthly deliveries as needed). Gasoline will be delivered at least twice weekly to the Public Works Building's 1,000-gallon tank (Mondays and either Thursdays or Fridays) and upon request to the Point Pleasant Fire House's 300-gallon tank. Bids will be publicly opened and read aloud at 11:00 AM on May 6, 2026, and the contract will be awarded to the lowest responsible bidder conditional upon submission of required documentation within five days of award.

Pricing for both fuel types shall be based on the "Oil Price Daily, an OPIS Publication" reseller tank car low price dated May 2, 2025, for the respective fuel types in Philadelphia, Pennsylvania, with no seasonal adjustments, dyed diesel products, or extra per-delivery charges. All bids must include a non-collusion affidavit, workmen's compensation affidavit, and a bid bond of at least 10 percent of the total bid price issued by a surety licensed in Pennsylvania. The successful bidder must furnish a performance bond equal to 50 percent of the contract amount, evidence of current insurance, and workmen's compensation acceptance documentation within 14 days of contract award. Required insurance includes workmen's compensation, manufacturers and contractors public liability with a $2,000,000 limit, automobile liability with a $1,000,000 limit, and property damage with at least a $50,000 limit, with Plumstead Township named as an additional insured. An escalator clause is available and allows the contractor to adjust pricing based on documented cost increases or decreases, provided adjustments do not exceed 25 percent above the base price. Billing shall be on a monthly basis with delivery tickets provided as proof of delivery.
