About this opportunity
The City of Crawfordville is seeking an engineering firm to support a Community Development Block Grant (CDBG) application for public infrastructure improvements in a low-income target area within Wilcox County, Georgia. The primary objective is to secure design and construction supervision services for a federally funded infrastructure project administered by the Georgia Department of Community Affairs. Key deliverables include a Preliminary Engineering Report (PER) due by February 2, 2026, which must comprehensively detail project needs, alternatives, proposed infrastructure improvements, and cost estimates. Interested engineering firms must submit three copies of their qualifications packet by 4:00 P.M. on December 8, 2025 - two hard copies to the CSRA Regional Commission in Augusta and one digital copy via email. Evaluation criteria will likely include firm history, resource capabilities, key personnel qualifications, current workload, previous CDBG engineering experience, proposed fee structures, and Errors and Omissions Insurance details. Firms must complete a detailed Statement of Qualifications Form and demonstrate expertise in infrastructure design and construction management.
This procurement opportunity strongly encourages Section 3 Businesses to apply, with specific provisions under the HUD Act of 1968 that prioritize employment and contracting opportunities for low and very low-income workers within the project's metropolitan area. Contractors can claim Section 3 preference through ownership structures, labor hour requirements, or public housing residency. The project is subject to multiple federal and state regulations, including Title VI of the Civil Rights Act, the Fair Housing Act, Section 504 of the Rehabilitation Act, Title II of the ADA, and Build America, Buy America Act requirements. While no specific award value is listed, the project involves CDBG grant funding, which typically ranges from $300,000 to $800,000 for municipal infrastructure improvements. Firms must maintain comprehensive records of compliance and recruitment efforts, with documentation to be retained for at least three years after contract completion. Any grievances from eligible residents or businesses must be filed with HUD within 180 calendar days, underscoring the project's commitment to community development and equitable opportunity.
