About this opportunity
The Washington County Board of Commissioners in Georgia is requesting sealed bids on four full-matrix general-purpose changeable message signs mounted on trailers, with bids due September 9, 2026 at 2:00 p.m. at the Board of Commissioners Office in Sandersville. Bidders must comply with Georgia's E-Verify and SAVE affidavit requirements under state law before contract execution.
Each sign is a 28-pixel by 50-column all-LED display capable of static and dynamic graphics and multi-line messaging in eleven font sizes, compliant with FHWA, MUTCD, and NTCIP Version 2 standards. The sign case measures 48 inches high by 96 inches wide with a hinged polycarbonate lens; each sign reaches 97 inches in transport mode and 132 inches in display mode. The display comprises a 20-panel configuration (four lines with five panels each) at 10 inches high by 16.90 inches wide per panel. Each unit includes a 12-volt DC lead-acid battery bank (four to eight 6-volt marine/RV deep-cycle batteries rated at 210 amp-hours) and a dual-charging system combining a solar photovoltaic array with a standard 110-volt AC trickle charger capable of full recharge within 48 to 72 hours. The trailer is constructed from 3-inch by 3-inch steel tubing with two-coat automotive paint, measures approximately 134 inches in length with tongue extended and 72 inches in width, features an electro-hydraulic center pole vertical mast rated for 2,000 pounds, and includes screw-jack stabilizing outriggers, a removable tongue with 2-inch ball coupler rated for 5,000 pounds, and a lockable weatherproof control cabinet with password-protected diagnostics and message scheduling.
Delivery to Sandersville must be included in the bid amount. Bid packages require the bid amount, detailed product specifications, completed County Contract Documents, E-Verify Affidavit, SAVE Affidavit, Certificate of Insurance naming Washington County as additional insured, W-9 Form, and contact information with photo ID. The Washington County Board of Commissioners reserves the right to reject any or all bids and may reject the lowest bid if quality and reliability considerations warrant. Specification documents are available by email at boc@washingtoncountyga.gov.
