About this file
This Work Order Contract (WOC) template document from the Oregon Department of Forestry establishes the framework for project work services across the Tillamook, Astoria, and Forest Grove Districts. The contract covers various forest management and road-related activities including road construction and improvement, landing construction and maintenance, rock quarry development and crushing, stream enhancement, site preparation, soil stabilization, water runoff control measures, roadside brushing, riprap placement, gate installation, and seeding and mulching operations. The Work Order Contract incorporates by reference all terms and conditions of a parent Service Agreement and requires execution by all parties and receipt of a Notice-to-Proceed from the State before work commences. Project work is subject to seasonal restrictions, with activities on designated projects prohibited from November 1 through April 30 unless approved in writing, and in-stream activities restricted during specified periods to protect fish and wildlife. The contract requires contractors to furnish a performance bond of 10 percent of the awarded bid amount and obtain certificate of insurance coverage prior to work initiation.
Compensation is provided on a progress payment basis within 45 calendar days upon completion and State acceptance of work, structured across five milestone payments at 20, 40, 60, 80, and 100 percent project completion intervals. The contractor bears responsibility for normal road maintenance during the contract period, including protection from weather damage, water quality compliance, and restoration to at least the initial road condition, with the State determining maintenance needs and issuing work instructions. The contract includes detailed technical specifications across multiple exhibits covering forest road construction and improvement standards, compaction and processing requirements, rock quality and gradation standards, culvert installation and specifications, drainage systems, geotextile fabric applications, seeding and mulching protocols, and quarry development procedures. Critical watershed protection requirements mandate water drafting limitations to prevent stream depth reduction exceeding 10 percent, intake screening per National Marine Fisheries Service standards, and equipment restriction zones of 35 feet on either side of streams. The document emphasizes strict environmental compliance with federal Endangered Species Act provisions, Oregon Forest Practices Act requirements, and State water quality protections, with all work subject to State inspection and acceptance before final payment and project completion.

(c) The existing stream depth shall not have more than a 10% reduction during the period of drawdown. If reduction in depth approaches 10% drafting will cease until volume recovers to pre-drafting levels.
(d) When drafting from a human-created connected pond or impoundment that is hydrologically connected to the stream at the time of drafting, there would not be more than a 10% reduction in the depth of the connected stream during the period of drawdown, and it would not become disconnected as a result of the drawdown,
(e) Drafting will not occur in locations where a temporary dam is needed to create a pool to allow drafting.
(f) Any intake used for water drafting will be screened according to NMFS Juvenile Fish Screen Criteria for Pump
Intake for salmonid fry.
(g) Any portion of the pipe or pump that will be in the water will be disinfected between uses, unless the uses are from the same drafting location, at a different drafting location in the same stream, or occurs at least 48 hours after that last drafting event.
Remove all trash from the Project Area at the end of each day and wildlife is not to be fed.
Storage and staging areas for materials and fueling purposes will be sited outside of stream buffers and Equipment Restriction Zones (35 feet on either side of streams), and hydrologically disconnected from any streams, unless otherwise approved by State.
