About this opportunity

The City of Orem, Utah is requesting sealed bids for the 2026 2000 S Storm Drain Project, installing 1,415 lineal feet of 48-inch Class III reinforced concrete pipe storm drain with five 72-inch precast concrete manholes from Geneva Road to approximately 600 West, with bids due June 11, 2026 at 2:00 PM and a mandatory pre-bid meeting on June 3, 2026 at 3:00 PM at City Center.

Bidders must hold a valid Utah State Contractor's License and maintain minimum insurance coverage including $2,000,000 combined single limit Commercial General Liability, $2,000,000 Business Auto Liability, and Workers' Compensation as required by Utah State Law with $1,000,000 Employer's Liability limits. A bid bond equal to 5% of the total bid amount is required, and upon award the successful bidder must provide performance and payment bonds each equaling 100% of the contract price.

The design incorporates five storm drain structures (SD #01 through SD #05) with varying pipe grades ranging from 0.50% to 10.57% slope, connecting to existing Provo storm drain infrastructure. Pipe bedding requires sand with a minimum 12-inch depth above the pipe, compacted to 90% Standard Proctor maximum density. All precast manhole sections must meet AASHTO HS-20 loading standards and A-1180 specifications. Concrete collars of minimum 4,000 PSI strength with 1.5 pounds per cubic yard of fibers are required for grade adjustments at structure locations.

Project completion is due September 19, 2026, with liquidated damages assessed at $500 per calendar day for delays beyond that date. Bid pricing must include mobilization, traffic control, surveying, stormwater pollution prevention, compaction testing, pipe installation, manhole construction, and adjustments to existing structures. Payment is made via ACH transfer within 15 days of invoice receipt, with 10% retainage initially that may be reduced to 5% after 50% completion if satisfactory progress is demonstrated. The City retains the right to reject any bid and award to the lowest responsible bidder. Contract documents were made available May 27, 2026.
