About this opportunity

The Housing Authority of the City of Hartford is issuing a Small Purchase Solicitation (SPS) to procure fire and smoke damper inspection and testing services at three facilities: Smith Tower (242 dampers), Betty Knox (140 dampers), and the Administration Building (27 dampers), with services to be provided on an as-needed, when-needed basis. The procurement seeks one or multiple contractors to perform comprehensive damper testing services, with awards to be determined based on price and other factors outlined in the solicitation documents. The solicitation opened on February 5, 2026 at 2:00 PM EST and closes on February 19, 2026 at 2:00 PM EST, providing a two-week response period for interested vendors. Potential respondents are encouraged to direct technical questions to Kim Cotharin at the Hartford Housing Authority, 180 John D. Wardlaw Way, Hartford, CT 06103, via telephone at 860-723-8435 or email at bids@hartfordhousing.org. Delivery terms are specified as Free On Board Destination, with payment terms to be negotiated with the selected vendor or vendors. The solicitation does not designate specific line items and all vendors are eligible to respond without apparent restrictions based on firm size or classification.

No specific set-aside designations or restrictions on respondent eligibility are indicated in the available solicitation materials. The Housing Authority has not identified any incumbent vendors, current contractors, or existing infrastructure requirements that would necessitate integration with selected contractors' services. Similarly, no disadvantaged enterprise or minority-owned business enterprise set-asides are mentioned in the documentation provided. The solicitation materials do not specify a budget range or award value for this procurement, leaving pricing as a primary competitive factor for evaluation. Interested contractors should carefully review the complete solicitation document (1399_Feb_6_26_solicitation_doc.pdf) for any additional requirements, specifications, or evaluation criteria that may influence their proposal submissions prior to the February 19, 2026 deadline.
