About this opportunity

The City of Cortez in Morgan County, Colorado, is seeking a competitive sealed best value bid for the 2025 Service Center Water Dock Retrofit Project. The procurement involves supplying labor, materials, and equipment to install a comprehensive water dock upgrade at the City Service Center. Key deliverables include a 3-inch bulk water control valve, an integrated flow meter, pressure reduction equipment, and a new control station capable of managing three distinct control valves (3/4-inch, 2-inch, and 3-inch). The project objectives are to restore full operational capacity to the water dock, address current infrastructure limitations, and implement modern payment processing capabilities that allow customers to choose feeder line sizes and payment methods including cash, debit/credit, and account-based transactions. A mandatory pre-bid meeting and project site visit is scheduled for Tuesday, June 3, 2025, at 1:00 PM MDT, with sealed bids due on Tuesday, June 24, 2025, at 3:00 PM. Bidders must purchase bid documents directly from the City of Cortez for a non-refundable fee of $25, with documents available in electronic or hard copy formats. The City will use a two-step competitive sealed best value bidding method for contractor selection.

No specific set-aside designations or restrictions on bidding organizations were explicitly mentioned in the procurement documents. The bid advertisement indicates that the City reserves the right to waive bidding formalities, accept any bid, reject all bids, and make decisions in the best interest of the city. While no incumbent vendor information was provided, the project involves upgrading existing water dock infrastructure that currently has a non-functional 3-inch feeder line and an inoperative payment processing system. The project requires comprehensive integration of new equipment, including plumbing, wiring, power supply, and internet connectivity for the new control station. Bid documents will be published in The Journal on May 14, 21, and 28, 2025, with a total advertising cost of $68.40. Although no specific budget range was disclosed, the project scope suggests a moderate infrastructure investment focused on modernizing the City Service Center's water dock facilities and payment systems.

Supply labor and provide all materials and equipment required for the installation of a 3-inch bulk water control valve, an integrated flow meter, and suitable pressure reduction at the current water dock station, which will also feature a new control station capable of managing three distinct control valves of sizes ¾-inch, 2-inch, and 3-inch. The installation of the control station must encompass all essential components, including plumbing, wiring, power supply, and internet connectivity. The water dock is located at the City Service Center. A. PROJECT TITLE AND DESCRIPTION There are several concerns with the existing water dock at the Service Center. The 3" feeder line is currently non-functional, and the payment processing system is down. Thus, water customers are forced to use cash or check. The City is seeking to return the water dock to full operational capacity and offer credit/debit and online payment options. The City seeks a customer panel that allows customers to choose what size feeder to use (3/4", 2", 3") and what method of payment to use (cash, debit/credit, or account) The process to be used in the selection of the General Contractor is the Competitive Sealed Best Value Bidding method comprised of two steps as described in Section I (H).
