About this opportunity

The City of Wixom in Oakland County, Michigan, is seeking a qualified contractor for the 2025 Concrete Sidewalk and Roadway Replacements project through a Request for Proposal (RFP) due on May 1, 2025, at 9 AM. The procurement involves comprehensive concrete infrastructure replacement services, specifically constructing portland cement concrete sidewalks and roadways within the municipality. Key project deliverables include removing existing sidewalks and roadways, grinding down tree roots where necessary, and performing site restoration with seed, topsoil, and straw. Sidewalk specifications require 4-inch depth with 6-inch depth in specific areas like driveways and crosswalks, while street replacements will be 8 inches deep. Contractors must complete work by June 30, 2025, and are required to obtain right-of-way and zoning permits, submit insurance documentation, and undergo pre-pour inspections by the Building Official or Department of Public Service. Evaluation criteria will likely include contractor qualifications, previous municipal project experience, submitted references, and detailed project approach.

While no specific set-aside designations for disadvantaged enterprises are mentioned, the RFP emphasizes comprehensive contractor qualifications and extensive insurance requirements. Bidders must provide at least one municipal reference and demonstrate previous similar project experience. The project has a total budget not exceeding $280,000, with unit pricing requested for various replacement and restoration activities. Insurance requirements are rigorous, mandating worker's compensation, commercial general liability, and automobile liability coverage with the City of Wixom named as an additional insured. The municipality reserves the right to reject any or all bids and potentially award contracts to multiple contractors based on the most advantageous proposals. Interested contractors are encouraged to register with the Michigan Inter-Governmental Trade Network (MITN) to access complete bid specifications, and those not already registered as contractors must submit appropriate paperwork and fees.

This work shall consist of constructing portland cement concrete sidewalk and roadway on a prepared base and subbase as shown on the plans or as directed. The prepared base shall be defined as the subgrade of the proposed sidewalk and roadway section to be constructed. The prepared base shall utilize on site excavated materials, excluding peat, muck, marl, blue or grey clay or other organic materials, or as otherwise specified. Backfilling and final restoration will be part of constructing sidewalk and roadways, unless otherwise provided. This includes seed, topsoil and straw restoration. The selected contractor shall be responsible for removing and disposing existing sidewalk and roadway/street sections. Sidewalk replaced due to tree root upheaval will require the roots to be ground down 6" below the base of the walks. The sidewalk depth is to be 4" except the sidewalk crossing the driveways and areas within 3-feet of the roadway at the crosswalks are to be 6" deep. The street replacement concrete will be 8" deep. The contractor will be required to complete one excavation in the right-of-way permit obtained from the DPW, as well as a zoning permit obtained from the Building Department, at no cost. If not already registered as a contractor, you will be required to submit the proper paperwork and fee. Before obtaining the permit(s) the contractor must also submit to the Municipality the required insurance documents. Each sidewalk and roadway form will require a pre-pour inspection by either the Building Official or Department of Public Service.
