A. GENERAL DESCRIPTION.
The general description of the Scope of Work (SOW) for the project is to provide the Municipality with Concrete Sidewalk and Roadway Replacements for direct replacement of sidewalk and roadways within the Municipality that have been identified as needing replacement by the given municipality. This work shall consist of constructing portland cement concrete sidewalk and roadway on a prepared base and subbase as shown on the plans or as directed. The prepared base shall be defined as the subgrade of the proposed sidewalk and roadway section to be constructed. The prepared base shall utilize on site excavated materials, excluding peat, muck, marl, blue or grey clay or other organic materials, or as otherwise specified. Backfilling and final restoration will be part of constructing sidewalk and roadways, unless otherwise provided.
This includes seed, topsoil and straw restoration. The selected contractor shall be responsible for removing and disposing existing sidewalk and roadway/street sections. Sidewalk replaced due to tree root upheaval will require the roots to be ground down 6” below the base of the walks. The sidewalk depth is to be 4” except the sidewalk crossing the driveways and areas within 3-feet of the roadway at the crosswalks are to be 6” deep. The street replacement concrete will be 8” deep.
The contractor will be required to complete one excavation in the right-of-way permit obtained from the
DPW, as well as a zoning permit obtained from the Building Department, at no cost. If not already registered as a contractor, you will be required to submit the proper paperwork and fee. Before obtaining
Page | 8 the permit(s) the contractor must also submit to the Municipality the required insurance documents. Each sidewalk and roadway form will require a pre-pour inspection by either the Building Official or
Department of Public Service.
Once the sidewalk and roadways are set up and the forms removed the selected contractor will be responsible for site restoration. Areas shall be raked smooth within 1” below the new walk, so that they can be easily mowed. Topsoil shall be applied in those areas as needed and then seeded with Cottage mix grass seed and straw so that those areas are completely vegetated. No roots or rocks that are larger than 2” in diameter or other foreign material shall be left exposed.
1. CONCRETE
Concrete shall contain a minimum cementitious content of 526 pounds per cubic yard with a minimum 28-day compressive strength of 3500 psi and shall contain between 5.5% and 8.0% total air. Supplementary Cementitious Materials may be used up to a 35% replacement for the cement.
Concrete shall be resistant to Alkali Silica Reactivity (ASR) per Section 02521 of these specifications.
Quality Assurance and Quality Control of portland cement concrete shall be per Section 02540 of these specifications.
2. PREPARATION OF BASE AND SUBBASE
Excavation shall be made to the required depth and to a width that will permit the installation and bracing of the forms. The foundation shall be proof rolled or otherwise evaluated to identify any soft or yielding soils that require undercutting. All soft and yielding material, exposed roots and vegetation shall be removed and replaced with MDOT granular material, Class III, compacted to a minimum of 95% of the maximum unit weight as determined by the method described in the MDOT Density Testing and Inspection Manual appropriate for Class III material.
Grade the subbase to within three-eighths of an inch in ten feet of the design grade. Compact the subbase to not less than 95% of the maximum unit weight as determined by the method in the MDOT Density Testing and Inspection Manual appropriate for the subbase material.
3. FORMS
Forms shall be of wood or metal, straight and free from warp, former buildup and debris, and of sufficient strength to resist springing during the process of depositing concrete against them. The forms shall be the full depth of the concrete.
Forms shall be placed in such a manner as to provide a smooth and continuous edge of walk, free of deflections.
The side forms shall be firmly staked to the required line and grade and shall provide for a minimum transverse slope of 1/4” per foot and a maximum slope of 1/2” per foot, toward the street, unless otherwise provided.
4. PLACING AND FINISHING CONCRETE
The sub-base shall be moist and the concrete shall be deposited thereon to the depth specified on the plans or in the proposal. In no case shall the walk be less than 4” thick in pedestrian areas and 6” thick in vehicle and sidewalk ramp areas. The concrete shall be thoroughly spaded along the faces of the forms before finishing operations are begun. The concrete shall be struck off to the required grade and cross section.
Except where not feasible to measure because of vertical curves, the surface tolerance of the path will be measured using a 10-foot straight edge at selected locations. The variation of the surface from the testing edge of the straight edge between any two contacts with the surface shall at no point exceed 1/8”. The transverse tolerance will be the same. The surface shall be floated just enough to produce a smooth surface free from irregularities. All edges and joints shall be rounded to a radius of 1/4 inch with an approved
Page | 9 finishing tool. The surface shall then be broomed to slightly roughen the surface and remove the finishing tool marks. The Contractor shall take extreme care to prevent overfilling of the forms.
The utilization of slip form equipment to place sidewalk is permitted. The Contractor shall furnish a copy of the list of equipment to be utilized, previous experience, and references to assist the Municipality in determining that satisfactory results have been previously achieved by the Contractor. All sidewalk placed utilizing the slip form method shall meet all the provisions of the specification pertaining to finishing, jointing, base preparation, curing, protection, backfilling and ramping, as well as Section 6.11 of MDOT
Standard Specifications for Construction. All costs incurred by the Contractor to provide a stable track area for the slip form equipment to operate shall be incidental to the unit prices bid for the sidewalk’s construction.
5. JOINTS
Joints shall be constructed true to line with their faces perpendicular to the surface of the sidewalk and roadway. Transverse joints shall be constructed at right angles to the centerline of the sidewalk and roadway and longitudinal joints shall be constructed parallel to the centerline, unless otherwise required. Transverse joints shall be placed at an equal spacing throughout the entire length of the project. The spacing shall be determined to be equal to the sidewalk and roadway’s width, i.e., a four-foot-wide walk would have transverse joints at four foot on center, five-foot-wide walk would have transverse joints at five foot on centers, etc. In no case shall a single sidewalk and roadway flag exceed a maximum of eight feet by eight feet. All roadway joints will be pinned.
6. TRANSVERSE EXPANSION JOINTS
Transverse expansion joints 1/2-inch-wide and extending the full depth of the pour shall be placed through the sidewalk and roadway at uniform intervals of not more than 50 feet. The top of the joint filler shall be slightly below the finished grade.
7. LONGITUDINAL EXPANSION JOINTS
Longitudinal expansion joints 1/2-inch-wide and extending the full depth of the pour shall be placed between the sidewalk and roadway and back of abutting parallel curb and between the sidewalk, roadway, driveways and buildings or other rigid structures.
All expansion joints adjacent to buildings or rigid structures shall be sealed with a hot poured rubber sealant to a depth 1” below top of walk.
8. CONTRACTION JOINTS
Contraction joints shall be placed at uniform intervals (normally 5 feet) between expansion joints. They shall be constructed with a double edger having a radius not exceeding 1/4 inch.
9. CURING AND PROTECTION
After the finishing operations have been completed and immediately after the free water has left the surface, it shall be thoroughly coated and sealed with a uniform layer of white membranous curing compound applied with a pressure sprayer.
All freshly laid concrete shall be protected against damage by erecting suitable barricades with battery operated flashers for a minimum of seven (7) days unless otherwise provided, except that foot traffic may be permitted after 48 hours. All normal precautions shall be observed to prevent damage from rain, hot or cold weather, and debris.
10. REMOVING FORMS AND BACKFILLING
After the concrete has gained sufficient strength, the side forms shall be removed and the space on both sides shall be backfilled with approved sound earth. The backfill shall be compacted and leveled to meet established grades with excess material removed from the construction site. Backfilling will not be paid for separately unless provided for by other contract items.
Page | 10
11. SIDEWALK RAMPS
Ramps shall be constructed at locations as shown on the plans or as directed. Please note that ADA compliance for each municipality is required. Please contact municipality for specific requirements.
Sidewalk ramp slopes shall be uniform and free of sags and short grade changes. The slope shall be as required to meet sidewalk grades with the maximum desirable slope being 3/4 inch per foot and the maximum allowable slope being 1 inch per foot.
Where gutters are replaced in conjunction with sidewalk ramps, the gutter shall be constructed to the same dimensions and profile as the existing gutter, unless otherwise provided. The normal gutter line profile shall be maintained through the area of the ramp.
Sidewalk shall be ramped where the driveway curb is extended across the walk.
The surface of sidewalk ramps shall be textured with a coarse broom transversely to the ramp slope.
The top of the joint filler for all ramps shall be flush with adjacent concrete.
Concrete sidewalk and roadway ramps of the depth specified will be measured and paid for in square feet.
