About this opportunity

The City of Covington, Georgia has issued a Request for Qualifications (RFQ) for a Design/Build project to construct a new Fire Station 23, which will also accommodate a Police Department sub-station, Fire Marshal's offices, and EMS quarters. The procurement seeks a professional Design/Build firm capable of providing comprehensive architectural/engineering design services, pre-construction consulting, construction management, and full project delivery for an approximately 12,500 square foot facility. Evaluation of proposals will be conducted using a 100-point scoring system, with points allocated as follows: firm qualifications and experience (30 points), quality of proposed project team (25 points), project delivery capabilities (25 points), and firm's approach and innovations (20 points). The RFQ requires firms to demonstrate expertise in construction program management, including project management, cost control, schedule management, and quality assurance services. A non-mandatory site visit is scheduled for April 24, 2025, at 10:00 AM, with Statements of Qualifications (SOQs) due by 10:00 AM on May 20, 2025, and an anticipated award date of June 16, 2025.

The project has a total cost limitation of $6,600,000, which covers all fees, demolition, design, construction costs, and loose equipment. While the RFQ does not explicitly mention set-aside designations or specific restrictions for disadvantaged enterprises, the procurement emphasizes creating an energy-efficient facility with high-performance systems. The project requires intricate technical specifications, including comprehensive HVAC, plumbing, electrical, exhaust, mechanical, security, and fire alarm systems, with the entire complex to be fully sprinklered and alarmed. Special attention is given to air quality and cancer prevention initiatives for first responders. The selected Design/Build firm will be responsible for integrating these systems and ensuring compliance with all technical and safety requirements. The procurement appears open to qualified firms with demonstrated experience in municipal public safety facility construction, with a focus on comprehensive, innovative design and construction solutions.
