About this opportunity
The City of Sylvania, located in Talbot County, Georgia, is soliciting sealed bids for the 2024 Sylvania Streets CDBG project, a comprehensive street improvement initiative covering approximately 1.30 miles. The project scope includes milling, applying tack coat, asphalt leveling, striping, installing thermoplastic stop bars, and implementing traffic control measures. Sealed bids will be received until November 5th, 2025, at 3:00 PM at the Sylvania City Hall, with bid documents available from Parker Engineering, LLC for a non-refundable fee of $100.00 per full-size set. Contractors must submit a bid bond or certified cashier's check for at least 10% of the base bid, and the project has a prescribed completion timeline of thirty (30) calendar days. Evaluation criteria appear to focus on compliance with technical specifications, affirmative action requirements, and the ability to complete the street improvement work within the designated timeframe.
The procurement is specifically designed to encourage participation from Section 3 Business Concerns, with funding provided through the Community Development Block Grant Program administered by the Georgia Department of Community Affairs and supplemental funding from the City of Millen. Bidders must comply with federal regulations including 41 CFR 60-4 regarding equal opportunity for females and minorities, and the project is subject to the Build America, Buy America Act (BABAA), which mandates that all iron, steel, manufactured products, and construction materials be produced in the United States. While no specific award value is mentioned, the project's scope suggests a substantial infrastructure investment. Contractors must also adhere to E-Verify regulations and will be required to provide performance and payment bonds. The City reserves the right to reject any or all bids, maintaining flexibility in the procurement process.
