About this opportunity
The Fulton County Board of Health (FCBOH) is issuing a Request for Proposal (RFP #PE-12800-NONST-2026-000000018) to procure HIV prevention services as part of its High Impact HIV Prevention and Surveillance Program, funded through CDC Cooperative Agreement PS24-0047 (CFDA 93.940) and the Ending the HIV Epidemic (EHE) grant administered by the Georgia Department of Public Health. The RFP seeks qualified nonprofit organizations with 501(c)(3) status to provide comprehensive HIV testing, linkage to care, and prevention services aligned with three pillars of the EHE Initiative: diagnose all people with HIV as early as possible, treat people with HIV rapidly and effectively to achieve sustained viral suppression, and prevent new HIV transmissions through proven interventions including condom distribution, pre-exposure prophylaxis (PrEP), post-exposure prophylaxis (PEP), and syringe services programs (SSP). Proposers must select from two testing categories—Category A: Non-Healthcare Setting HIV Testing or Category B: Healthcare Setting HIV Testing—and identify at least one priority population to serve, including Black/African American MSM, Non-Black MSM, IDU/MSM, Black/African American Heterosexual individuals, Hispanic/Latino Heterosexual individuals, or Transgender/Gender-Nonconforming individuals. Key deliverables include conducting HIV tests with documented results, identifying previously unaware individuals with new diagnoses, achieving linkage to care within 7 and 30 days, enrolling individuals in PrEP programs, implementing innovative prevention activities, and hosting an HIV Awareness Day event with an allocated $10,000. Qualified applicants must demonstrate 24 months of prior HIV prevention services experience in Fulton County or equivalent relevant experience, maintain current Clinical Laboratory Improvement Amendment (CLIA) certification for rapid HIV testing, and provide evidence of established Memoranda of Understanding with medical providers for rapid linkage to care. Proposals will be evaluated on a 100-point scale comprising project plan and approach (50 points), qualifications of key personnel (20 points), relevant project experience and past performance (20 points), availability of key personnel (5 points), and budget justification (5 points). A mandatory pre-proposal conference is scheduled for November 5, 2025, from 11:00 AM to 12:00 PM EST via Microsoft Teams (Meeting ID: 230 540 952 736 7), with the proposal submission deadline of November 14, 2025, at 11:59 PM Eastern Time via electronic email submission to the FCBOH Purchasing contact. The initial contract term runs from June 1, 2025, through May 31, 2026, with three optional one-year renewal periods through May 31, 2029.
This RFP is restricted to nonprofit organizations holding 501(c)(3) tax-exempt status, with no specific disadvantaged enterprise set-asides or restrictions mentioned in the available documentation. Applicants applying for Category A services may propose to serve multiple priority populations but must submit separate proposals, workplans, and budgets for each population; applicants must disclose any business relationships with FCBOH within the past five years and provide evidence of financial stability through audited financial statements, compiled statements, IRS Form 990s, or bank statements. No incumbent vendors or current contractors are identified in the solicitation materials. Funding ranges vary by category and priority population, with HIV testing services allocated between $75,000 and $240,000, an additional $10,000 designated for HIV Awareness Day event planning and implementation, $40,000 allocated for PrEP/PEP expansion activities, and these allocations cannot be divided across multiple subpopulations. All contractors must comply with federal requirements under 2 C.F.R. Part 200 and the Uniform Guidance, obtain comprehensive insurance coverage with FCBOH listed as Additional Insured, complete Georgia Security and Immigration Compliance Act affidavits, and maintain detailed financial records for five years following contract completion. Budget constraints include travel costs not exceeding 2 percent of total budget, education and training limited to 2 percent, social media and marketing capped at 8 percent, and indirect costs not exceeding 15 percent of the total budget. The anticipated number of awards ranges from one to three depending on funding availability and proposal quality, with award announcements to be posted on the Georgia Procurement Registry following the evaluation process.
Opportunity text
Seeking proposals from qualified firms/vendors to provide HIV prevention services in Fulton County on the behalf of FCBOH Medical and Preventive Services (MPS), Sexual Health Promotion (SHP) HIV Prevention Program. The services being sought are an element of FCBOH¿s High Impact HIV Prevention and Surveillance Program to increase knowledge of HIV status, reduce HIV transmission, prevent new HIV infections, improve linkage to care and viral suppression, and to eliminate perinatal transmission. The funds available are through the GIA 645 (Core funding initiative) and The Ending the HIV Epidemic (EHE) grant issued by the Center for Disease Control and Prevention (CDC) administered through the Georgia Department of Public Health (State). These funds focus on implementing strategies that will extend the four pillars of the EHE Initiative in communities most affected by HIV across Fulton County. These pillars are to: Diagnose all people with HIV as early as possible. Treat people with HIV rapidly and effectively to result in sustained viral suppression. Prevent new HIV transmissions by using proven interventions, including condom distribution, pre-exposure prophylaxis (PrEP), postexposure prophylaxis (PEP), and syringe services programs (SSP). Respond quickly to potential HIV outbreaks to get vital prevention and treatment services to people who need them. This RFP will focus on the diagnose, treat, and prevent pillars.
