About this opportunity
The Fulton County Board of Health (FCBOH) is seeking proposals for HIV Prevention Services through a Request for Proposal (RFP #25RFP0047-01) funded by the Centers for Disease Control and Prevention (CDC) via the Ending the HIV Epidemic (EHE) grant. The procurement focuses on implementing comprehensive HIV prevention programs targeting three EHE pillars: Diagnose, Treat, and Prevent, specifically within Fulton County, Georgia. Proposers must select one testing category (Category A for Non-Healthcare Settings or Category B for Healthcare Settings), one priority population (including Black/African American MSM, Hispanic/Latino heterosexuals, and transgender individuals), and implement innovative prevention activities. Key deliverables include HIV testing, reducing transmission, improving linkage to care, and eliminating perinatal transmission. Evaluation criteria will likely emphasize achieving specific performance standards, such as a 1.0% positivity rate for non-healthcare settings and a 0.1% positivity rate for healthcare settings. The proposal is due on August 19, 2025, with a pre-proposal conference scheduled for August 12, 2025, and the initial contract term running from June 1, 2026, to May 31, 2029, with potential one-year renewal options.
Only non-profit organizations with specific qualifications can respond to this opportunity, including mandatory requirements of 501(c)(3) status, location in Georgia, and ability to provide services in Fulton County. Proposers must have a Unique Entity Identifier number and demonstrate experience or capability to serve priority populations. The funding is structured with allocations ranging from $75,000 to $150,000 per priority population for Category A testing and $240,000 available for Category B testing. Allowable costs are limited to personnel, fringe benefits, social media and marketing, local travel, supplies, and indirect costs capped at 15% of the total budget. Organizations must demonstrate cultural competence, language access capabilities, and provide detailed documentation of their capacity to conduct HIV testing and track key performance metrics. The funding is sourced through the GIA 645 Core funding initiative and the Ending the HIV Epidemic (EHE) grant, administered through the Georgia Department of Public Health, with a clear emphasis on extending HIV prevention strategies in communities most affected by the disease.
Opportunity text
Seeking proposals from qualified firms/vendors to provide HIV prevention services in Fulton County on the behalf of FCBOH Medical and Preventive Services (MPS), Sexual Health Promotion (SHP) HIV Prevention Program. The services being sought are an element of FCBOH¿s High Impact HIV Prevention and Surveillance Program to increase knowledge of HIV status, reduce HIV transmission, prevent new HIV infections, improve linkage to care and viral suppression, and to eliminate perinatal transmission. The funds available are through the GIA 645 (Core funding initiative) and The Ending the HIV Epidemic (EHE) grant issued by the Center for Disease Control and Prevention (CDC) administered through the Georgia Department of Public Health (State). These funds focus on implementing strategies that will extend the four pillars of the EHE Initiative in communities most affected by HIV across Fulton County. These pillars are to: Diagnose all people with HIV as early as possible. Treat people with HIV rapidly and effectively to result in sustained viral suppression. Prevent new HIV transmissions by using proven interventions, including condom distribution, pre-exposure prophylaxis (PrEP), postexposure prophylaxis (PEP), and syringe services programs (SSP). Respond quickly to potential HIV outbreaks to get vital prevention and treatment services to people who need them. This RFP will focus on the diagnose, treat, and prevent pillars.
