About this opportunity

Hartsville/Trousdale County Government (HTCG) is seeking statements of qualifications from architectural and engineering firms for the Historic Ward School Renovation project in Sullivan County, Tennessee. The procurement is a Request for Qualifications (RFQ) for professional services to design and manage the renovation of a two-story historic building, funded by the Tennessee Department of Economic and Community Development's Connected Community Facilities Grant. Key project deliverables include creating construction plans and specifications, preparing bid packages, supervising the bid process, providing construction administration, and ensuring quality assurance throughout the project lifecycle. The renovation aims to create spaces for digital access, telehealth rooms, large meeting areas, and private offices while maintaining the building's historic registry status. Evaluation of submissions will be based on five equally weighted 20-point criteria: specialized experience, past performance, firm capacity, project familiarity, and written responses to specific technical questions. Pre-bid site visits are scheduled for December 10 and 11, 2024, with statements of qualifications due by December 17, 2024, at 10 AM CDT.

All eligible vendors must obtain a Unique Entity Identifier (UEI) and be registered with SAM.gov, with company information publicly searchable. The project is funded through the American Rescue Plan Act of 2021 (ARPA), which imposes compliance requirements including Equal Employment Opportunity, Civil Rights Act, and specific certifications related to the Iran Divestment Act, Non-Boycott of Israel, BYRD Anti-Lobbying, and Debarment. While no specific contract value is mentioned, the project involves renovation of a two-story historic building with multiple functional spaces. Potential respondents must submit various certifications and demonstrate experience with historic engineering, construction administration, and grant-funded historical projects. The procurement does not explicitly indicate set-aside designations for disadvantaged enterprises, but federal funding suggests potential opportunities for diverse vendors. Exterior work will be limited, including landscaping, walkways, fencing, and potential parking area improvements, with the primary focus on interior building renovations.
