About this opportunity

The Colorado Department of Human Services is soliciting proposals for design-build services to install IP cameras and infrastructure at the Colorado Mental Health Institute at Pueblo (CMHHIP) under RFP 2027000024 (Project 2024-057M23), with prequalification submittals due September 23, 2026 at 1:00 p.m. and oral interviews scheduled for October 7–8, 2026. A mandatory pre-proposal conference and site tour was held August 31, 2026 at Building 49, CMHHIP in Pueblo; vendors were required to submit a DFM Contractor Security Clearance Form by August 26, 2026 to attend.

Respondents must meet minimum qualifications: five years of experience in correctional environments, verifiable experience with Avigilon cameras, Indusoft/Aveva HMI programming, and Omron PLC programming, plus demonstrated bonding capability up to $600,000. The scope encompasses site surveys, system design, equipment procurement, cabling installation, integration with existing infrastructure, testing, staff training, and as-built documentation at CMHHIP facilities; Phase 3 work at SCYSC was previously completed and is excluded.

The estimated project cost is $2,461,248.00. The Design/Build Entity must establish a Guaranteed Maximum Price at completion of the Design Development Phase. Evaluation weights qualifications at 70 percent and fees at 30 percent. Selection is anticipated for October 13, 2026, with design starting October 21, 2026 and construction commencing February 1, 2027, with an anticipated finish date of December 15, 2027.

The project is subject to prevailing wage rates, apprenticeship utilization requirements (15 percent of labor hours for projects $500,000 or more), the Buy Clean Colorado Act for eligible materials, and Colorado resident labor requirements (80 percent of work performed by Colorado residents). Contractors must provide a Bid Bond and Power of Attorney or Proposal Guaranty of not less than 5 percent of the total bid. Compliance with State IT provisions, infection control protocols for work in active patient areas, and Procore project management documentation tracking is required. Two addenda have been issued; bidders must acknowledge receipt and compliance with all addenda as part of their proposal submission.
