About this file

This is a Direct Labor Burden Calculation form issued by the Colorado Office of the State Architect for the Department of Human Services (CDHS) related to Project 2024-057M23, which involves the installation of IP cameras and infrastructure at CMHIP and SCYSC facilities. The form is a required submission that must be completed and approved prior to execution of a construction agreement. Contractors and major subcontractors—defined as electricians, plumbers, mechanical contractors, excavators, millwork, and concrete specialists—must each submit one labor burden calculation sheet detailing the percentage of total labor overhead costs.

The labor burden calculation requires contractors to itemize costs including payroll taxes, pension costs, health insurance, dental insurance, life insurance, and other specified benefits paid to employees on their payroll. The calculated total labor burden percentage must be mutually agreed upon by both the contractor and the Principal Representative and will be incorporated into the contract as part of Exhibit A. This percentage will be used in calculating any future change order proposals under SC-6.312. The State reserves the right to require backup documentation and confirmation of all information submitted in the calculation. The form was issued in August 2023 and includes associated Excel worksheets and supporting documentation for labor burden determination.
