About this opportunity
Kenosha County Department of Public Works & Development Services is seeking bids for a 2021 Crushed Aggregate Materials Supply Contract to furnish and deliver 3/4" crushed aggregate base material to the Wilmot Pit Facility located at 32303 116th Street in Wilmot, Wisconsin. The procurement requires contractors to provide aggregate materials that meet specific Section 305.2.2.1 gradation specifications across multiple sieve sizes. Bidders were required to submit a Bidders Proof of Responsibility Form (Form PA-10) by February 19, 2021, and sealed bids were due by 1:15 p.m. on February 25, 2021, at the Kenosha County Highway Commissioner's office. Contractors must perform gradation testing at a minimum of one test per 1,000 tons of material, with testing costs borne by the contractor and results provided weekly to the County. Key evaluation criteria include material quality, with materials not conforming to 3/4-inch gradation specifications subject to a 50 percent unit bid price penalty. Questions regarding contract documents were to be submitted by 3:00 p.m. on February 22, 2021, with answers provided by 3:00 p.m. on February 23, 2021.
The solicitation did not specify any specific set-aside designations or restrictions for disadvantaged enterprises. Payment for the contract will be based on quantities weighed by the contractor's scale and verified by the Project Engineer, with compensation at the contract unit price per ton of material furnished and delivered. Kenosha County reserves the right to conduct random independent material testing for quality control at the County's expense. While a specific budget range was not explicitly stated, the contract appears to be structured for ongoing aggregate material supply throughout 2021, with one final payment anticipated upon completion of all contract work. The procurement process utilized both the State of Wisconsin's VendorNet website and direct contact methods, allowing vendors to register for notifications and request digital copies of specifications. Bid results were scheduled to be emailed to all bidders by 12:00 p.m. on February 26, 2021, ensuring transparent communication of the procurement outcome.
