About this opportunity

The State of Colorado, acting through the Department of Natural Resources, Colorado Division of Parks and Wildlife (CPW), is soliciting documented quotations for the procurement of one 19-foot center console fiberglass patrol boat with bunked trailer. The specifications require a new model year 2020 or newer with fewer than 10 hours of operation, equipped with a 150 HP four-stroke supercharged outboard engine, hydraulic steering with trim and tilt, a minimum four-bunk dual-axle trailer with 14-inch wheels and trailer brakes, a 12-volt electrical system with 925 CCA battery, LED cockpit lighting, 25-gallon fuel tank, permanent T-top, and non-skid surfacing on the gunwales and bow. The vendor must provide a three-year or 1,500-hour warranty and deliver operator and technical manuals. Delivery is required on or before May 1, 2021, to CPW's main office at 6060 Broadway, Denver, Colorado, with CPW providing pickup within a 100-mile radius of that location. Bid submission requirements include the bid pricing sheet, specification verification and delivery sheet, vendor information and verification sheet, current insurance certificates with a minimum $1,000,000 automobile liability coverage, and a vendor W-9 form. Written inquiries were due by March 17, 2021, at 2:00 PM Mountain Time, with answers to inquiries posted on March 19, 2021, and final bids due March 22, 2021, at 2:00 PM MT, with notice of intent to award expected the week of March 22, 2021. All bid costs must include tariff charges, delivery, trade-in value, and discounts, with the State of Colorado bearing no shipping or freight costs.

Service Disabled Veteran Owned Small Businesses (SDVOSBs) incorporated or organized in Colorado or maintaining a place of business in Colorado may receive a 5 percent bid preference if officially registered and verified by the Center for Veteran Enterprise, U.S. Department of Veterans Affairs, with supporting documentation provided at bid submission. Resident bidders are allowed a preference against nonresident bidders equal to the preference given by the nonresident bidder's home state. The State of Colorado intends to make a single vendor award from this solicitation, with payment occurring following delivery and acceptance of the product by the CPW project manager, and a Colorado Purchase Order will be issued incorporating the solicitation terms, the awarded bid, and standard Colorado Purchase Order Terms and Conditions. The contract will be governed by the 2019 State of Colorado Purchase Order Terms and Conditions, which establish that vendors must maintain comprehensive insurance coverage, comply with all applicable federal and state laws, and classify as independent contractors. No specific budget range or award value is listed in the solicitation documents, though all pricing information is expected to be included in the bid submission as the basis for award determination.
