About this opportunity
Washington County is seeking quotes for property tax statement inserts for the Department of Assessment and Taxation through a Request for Quote (RFQ) process. The procurement involves three distinct insert types: Real Property Inserts (190,000 quantity, 8x14, double parallel fold), Personal Property Inserts (15,000 quantity, 8x11, tri-fold), and Annual Land Use Notice Inserts (190,000 quantity, 8x11, tri-fold). All inserts must be printed on 60 lb. white paper with specified ink colors, and must comply with Oregon Revised Statute 282.210, which requires all public printing to be performed within the state of Oregon. Bidders are required to submit an affidavit confirming this requirement. The RFQ specifies that quotes must be submitted via ProcureNow by 11:00 am on Friday, July 30, 2021, with the county intending to award the bid to the lowest responsible bidder. Delivery of the inserts is required by September 15, 2021, with distribution split between Washington County's office in Hillsboro and a distribution center in Salem.
The procurement appears to have no specific set-aside designations or restrictions on responding organizations. While the county reserves the right to award purchase orders to multiple bidders, there are no explicit limitations on vendor type or size. The contract is not to exceed five years, with pricing structured on a per-1,000 basis for each insert type. Pricing must include all costs, including shipping and special handling, and the county is tax-exempt. The county will make payment upon invoice submission after delivery, with no pre-payment allowed. While specific budget ranges are not explicitly stated, the volume of inserts (190,000 for two insert types and 15,000 for another) suggests a moderate-sized contract. Bidders are required to provide detailed business information, including tax compliance and residency status, and must be willing to potentially extend pricing to other public agencies.
