About this opportunity
The State of Colorado, Department of Natural Resources, Colorado Division of Parks and Wildlife (CPW), is soliciting competitive bids through a Request for Documented Quotations (DQ1 2018*0962) for one 2015 or newer tractor with 100 or fewer hours of operation. The tractor must meet stringent technical specifications, including a minimum 100 HP diesel engine with 87 HP PTO, hydrostatic or stick/clutch powertrain with high and low ranges, independent 540/1000 dual speed PTO, loader-ready capability (with joystick and mid valves), 4,800 lbs lift capacity at 24 inches, a fully enclosed cab with HVAC, and a 25-gallon fuel tank. The equipment is required for delivery on or before June 15, 2018, to Turk's Pond State Wildlife Area in Two Buttes, Colorado. The procurement requires bidders to submit a completed bid pricing sheet, specification verification and delivery sheet, vendor information and verification sheet, current insurance certificates demonstrating a minimum $1,000,000 automobile liability coverage per accident, and a current W-9 tax form. The bid due date is May 15, 2018, at 1:00 p.m. Mountain Time, with a written inquiry deadline of May 7, 2018 and answers to be posted by May 8, 2018. Notice of intent to award is expected by May 17, 2018. All bid costs, including delivery, trade-in value, and discounts, must be included in the final bid price, with the State bearing no shipping or freight costs. The awarded bidder must provide operator's, parts, and technical manuals at delivery and maintain a minimum two-year/1,000-hour warranty, with the dealer location required to be within 100 miles of Lamar, Colorado.
Service Disabled Veteran Owned Small Businesses (SDVOSBs) registered with the U.S. Department of Veterans Affairs may receive a 5% preference on their bid price. The procurement includes provisions for Colorado-specific business diversity classifications, including minority-owned, women-owned, veteran-owned, and disadvantaged business designations, as indicated in the W-9 form requirements. No incumbent vendors or current contractors are referenced in the solicitation materials. Payment will occur following delivery and acceptance of the tractor by the CPW project manager, with standard Colorado purchase order terms and conditions governing payment within 45 days of receipt of the equipment and a correct invoice. The state is exempt from federal excise taxes and state and local sales and use taxes, and all vendors must comply with employment eligibility verification through the E-Verify Program and maintain appropriate insurance coverage throughout the contract term. No specific budget range or award value is disclosed in the solicitation documents.
