About this opportunity
The State of Maine is soliciting bids for printing and production of 2013 Landowner Reports, with proposals due November 19, 2013. A recycled-content price preference applies to paper or paper products containing a minimum of 30% post-consumer recycled material that fall within 10% of the lowest compliant bid, permitting up to a 10% price preference; bidders must disclose specific recycled-content percentages in their response to qualify.
The scope encompasses printing and production of standardized landowner reports to specified technical requirements, including paper quality, color standards, font specifications, margin requirements, page layout, binding, collation, and packaging for shipment. The specifications establish resolution, ink, and finishing standards to ensure consistency and professional presentation of final materials.
All quotations must be submitted electronically through the State of Maine's Vendor Self Service (VSS) platform by 2:00 p.m. local time on the closing date. Evaluation may be based on lowest price among conforming bids or on a combination of factors including quality, conformity with specifications, delivery time, and total cost to the State, with price receiving a minimum of 25 percent weight. Pricing is subject to a 3% overrun limit above the bid amount. Payment terms are net 30 days from receipt of a correct invoice; the State is exempt from federal and state taxes and will pay via check, Electronic Funds Transfer, or State Procurement Card. All purchases operate under FOB Destination terms with transportation prepaid by the successful bidder. The State reserves the right to reject any or all quotations, waive irregularities, partially accept quotations, increase or decrease quantities by up to 10 percent at agreed-upon pricing, and resolve ties by awarding to in-state bidders. The contract may be extended with contractor consent to a maximum total period of three years, with vendor past performance considered as an evaluation factor.
