About this opportunity
The State of Maine is soliciting bids for printing and delivery of 2011 Landowner Reports, with bids due November 30, 2011. The procurement includes a recycled-content price preference and mandatory forest-product certification requirements for all paper and printing services.
The scope comprises four printing items: 4,000 copies of a short-form report with instructions (eight pages, one page salmon 20 lb. recycled bond and three pages white 20 lb. recycled bond, collated and stapled); 2,000 copies of the short form only (two-sided, salmon paper); 6,000 copies of a standard-form report with inserted instructions (11" x 17" white paper folded to 8" x 11", with three instruction sheets); and 3,000 copies of the standard form only (same size and fold). All printing must use black ink on recycled bond paper with electronic files supplied by the state. Proofs are required for each item; partial delivery is accepted; delivery is required no later than December 12, 2011. Bidders must submit separate pricing for printing services and for inserting instructions in the standard forms.
For paper products and printing services, vendors must disclose the percentage of postconsumer recycled fiber content and certified virgin fiber content, provide proof of chain-of-custody certification, and identify all certification labels. Acceptable third-party certifications include ATFS, FSC, MLCP, PEFC-affiliated entities, and SFI. Maine will pay a price premium of up to 4% above the lowest compliant bid for products containing 100% postconsumer recycled or certified virgin fiber. If no bids meet the 100% threshold, preference goes to the highest percentage of qualifying fiber, provided cost does not exceed 4% above the lowest bid. Additionally, vendors offering paper products with a minimum 30% postconsumer recycled content that fall within 10% of the lowest compliant bid may receive up to a 10% price preference, provided they clearly indicate recycled-content status and disclose the percentage.
The contract permits extension beyond the initial expiration date with contractor consent, with a maximum total period not to exceed three years, and allows overrun up to 3% of contract value. Past performance may be a factor in award determination.
