About this opportunity

The Maine Department of Conservation Forest Service is requesting bids for vehicle modification and reconditioning services under a two-year initial contract with renewal options, with bids due June 10, 2009. Prior experience in modifying emergency response vehicles is mandatory, a capability filter that narrows the bidder pool.

The scope includes setup modifications to approximately 10 law enforcement vehicles (seven 2009 Dodge 3/4-ton 4×4 pickups with 8-foot beds, two 2009 GMC half-ton 4×4 club cabs, and one 2009 GMC half-ton 4×4 pickup with 8-foot bed) and simultaneous strip-out and reconditioning of an equal number of existing vehicles. Setup involves installing a Havis Shield Consolidator series console with switch panel and siren control head, a Havis Shield radio console in the cab center, a truck rack with Whelen Mini-Edge Strobe or Federal Signal MS100 siren speaker, a 4-buss fuse panel, 10-gauge main lead wire with 50-amp maxi in-line fuse from engine compartment through firewall, and number decals per department specifications. All wire-to-wire connections must be soldered and sealed with shrink wrap and comply with industry standards. Strip-out reverses the setup process to original wiring configuration. Vehicle pickup and delivery occurs at the Department of Conservation Bolton Hill facility at 2870 North Belfast Avenue in Augusta, Maine.

The initial contract term is two years, renewable at the department's option for up to three additional one-year increments based on performance including work quality, delivery, and project management. The anticipated workload is an average of two vehicles per week, with potential increases to three vehicles per week. Award is based on price per vehicle for both setup and strip-out work; pricing submissions must include separate line items for modifications per vehicle, strip-outs per vehicle, and an hourly rate for work not covered by the contract. All materials, methods, and hardware require advance departmental approval. The state offers a preference in case of tied bids to in-state bidders and Maine vendors.
