About this file

This is a Request for Bid issued by the Maine Department of Conservation's Forest Service on May 8, 2009, for vehicle modification and reconditioning services. The bid seeks qualified bidders to modify approximately 10 law enforcement vehicles to departmental specifications and simultaneously strip out and recondition an equal number of existing vehicles to their original wiring configuration. The vehicle fleet consists of seven 2009 Dodge 3/4 ton 4x4 pick-ups with 8-foot beds, two 2009 GMC half-ton 4x4 club cabs, and one 2009 GMC half-ton 4x4 pick-up with an 8-foot bed. The successful bidder is responsible for pickup and delivery of all vehicles at the Department of Conservation Bolton Hill facility located at 2870 North Belfast Avenue in Augusta, Maine. The successful bidder will be awarded an initial two-year contract with the department reserving the right to renew for up to three additional years in one-year increments based on performance metrics including work quality, delivery, and project management. The department anticipates an average workload of two vehicles per week, with potential increases to three vehicles per week based on operational needs.

Prior experience in modifying emergency response vehicles is mandatory, and the award of the bid will be based on a price per vehicle for both setup and strip-out work. Pricing submissions should include separate line items for the price per vehicle for modifications, price per vehicle for strip-outs, and an hourly rate for work not covered by the contract. The successful bidder must demonstrate flexibility to reprioritize vehicles based on departmental needs, maintain transparent project management and inventory tracking of departmental-owned parts and supplies, and allow inspection by a qualified electronics technician selected by the department representative. All materials and methods, including wiring, connectors, and hardware, require advance departmental approval. A bidders' meeting may be required after bid submission but before award, during which bidders must present prior experience, facility details, material and methods, and proof of insurance.
