About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Agriculture and the Office of Agricultural Marketing & Product Promotion serving Elliott County, is soliciting bids for the procurement of two enclosed cargo trailers: one 20-foot box trailer and one 24-foot box trailer. Both trailers must be constructed identically to detailed specifications, including aluminum frames with seamless rounded roofs, tandem torsion axles with electric brakes, insulated walls and ceilings, electric front jacks, and heavy-duty ramp rear doors with gapless continuous hinges. Each trailer must feature a minimum interior height of 7 feet 4 inches, aluminum extruded flooring with rubber tread plates, LED lighting systems with dual switches, full-length electric awnings on the curb side, E-track and D-ring cargo securement systems, reflective conspicuity tape, black exterior finish with blackout wheels and trim, and spare tires with a minimum E-10 ply rating. All bids must include shipping and delivery costs on an F.O.B. Destination Freight Prepaid and Allowed basis, exclusive of federal excise tax and Kentucky sales or use tax, with delivery preferred by June 30, 2025, to 111 Corporate Drive in Frankfort, Kentucky. The bid closing date is July 1, 2025, at 1:30 p.m. ET, with a bid reading scheduled for 3:30 p.m. ET via conference line (844-603-5060, Conference ID 240522005, Participant Code 33957). Written vendor questions were due June 13, 2025, at 10:00 a.m. ET. Award will be determined using a best value ranking approach allocating 90 points to price and 10 points for delivery performance, with the contract awarded to a single vendor for all line items. Prior to award, the winning vendor must provide proof of Commercial General Liability Insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, as well as Automobile Liability Insurance with $1,000,000 combined single limits, along with required affidavits and Kentucky tax registration documentation.
Kentucky resident bidders are eligible for reciprocal preference equal to the preference given by nonresident bidders' states of residence, while qualified bidders receive preferential scoring adjustments. Qualified bidders, including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities that meet applicable requirements, receive a 20 percent preference, and other qualified bidders receive a 15 percent preference. All bids must be submitted electronically through the Commonwealth eProcurement system, and vendors must be registered in the Vendor Self Service System at least 24-48 hours prior to bid closing; paper bids are not acceptable. Vendors must bid all line items or face rejection as non-responsive, and all proposed pricing must remain valid for a minimum of 60 calendar days following the bid due date. Late delivery results in a one percent daily deduction from invoices for each day delivery is delayed beyond the contracted due date. The Commonwealth reserves the right to cancel the RFB if all responses exceed available funding. This is a re-solicitation of RFB 758 2500000678, which closed on May 27, 2025, without award, and no specific budget range or award value is disclosed in the solicitation documents.
