About this opportunity

The City of Danville, Illinois is requesting proposals under RFP #810 for the 2 West Main roof replacement, with the RFP opening at 10:00 a.m. on October 29, 2026, at the City Clerk's office, 17 W. Main Street, Danville, Illinois 61832. All work must comply with the Illinois Prevailing Wage Act and pay Illinois prevailing wage rates to all laborers.

The scope removes the existing PVC roof system to the underlying insulation and hauls it off site, then installs a single layer of 1.5-inch polyisocyanurate insulation topped with 50 mil white Duro-Last single-ply thermoplastic membrane. The membrane is mechanically fastened using Duro-Last-approved fasteners and poly plates. Additional work includes custom Duro-Last flashings for stacks, vents, and parapet walls, with parapets anchored by 4-inch two-piece compression metal and decorative covers; walkway pads at access points and HVAC service ends; custom drain sleeves with a new metal dome strainer on interior drains; and two-way vents at one per 1,000 square feet. The contractor supplies its own construction equipment.

Proposals are priced per square foot across approximately 15,000 square feet of roof area. Additional walkway pads requested by the building owner are priced at $12.40 per lineal foot. The City intends to have all work completed no later than April 1, 2027.

RFP security equals 5% of the total bid, provided either as a bid bond from an Illinois-licensed surety or as a cashier's check payable to the City of Danville, and the City retains the successful bidder's security until contract execution and project completion. Bidders must submit a Vendor's Sworn Statement confirming they are not delinquent on taxes administered by the Illinois Department of Revenue, and omission results in rejection. Bidders on contracts exceeding $20,000 must submit the Employer Certificate of Compliance Report Form and Workforce Profile Addendum. Bidders must also provide a copy of their sexual harassment policy or establish one within 60 days of submission. The contractor must carry $1 million in comprehensive general liability, automobile, and workers' compensation coverage, naming the City of Danville as additional insured. The manufacturer warranty is 20 years with no dollar limit on repairs or replacement, and the contractor warrants the installation for two years from the manufacturer warranty's effective date.

Questions had to be submitted in writing at least five days before the opening using the Request for Information Form, and oral instructions do not form part of the bidding documents. Bidders must confirm addenda within 72 hours before the opening by contacting Paul Storke at (217) 508-6316 or paul.storke@cityofdanville.org.
