About this opportunity

The Maine Army National Guard is requesting quotations for two ultra-high pressure oil burners for installation at Houlton Armory and Sanford Armory under RFQ Bid #14-014, with quotations due September 11, 2013. Quotations must be submitted electronically through the State of Maine's Vendor Self Service (VSS) platform by 2:00 p.m. local time.

The scope requires ultra-high pressure oil burners rated for boilers with capacity 1,000,000 to 1,500,000 BTU/hr, meeting performance specifications including 900–1800 PSI fuel injection, 30–40 percent air input reduction, ETL or UL safety ratings compliant with UL 296, 296A, and 343, and a complete system including ultra-high pressure pump, one-micron fuel filter, pressure accumulator, high-pressure fuel hose, and internal block fuel heater. Electrical operation at 110 volts integrated with existing boiler power is required. The burners are designed to reduce annual fuel consumption by 15–18 percent and lower emissions. Installation and full-service training for at least two technicians must be completed within 30 days of award. No substitutions are permitted.

Place of performance is Houlton Armory (86 Pleasant Street, Houlton, Maine 04730) and Sanford Armory (88 William Oscar Emery Drive, Sanford, Maine 04073). Warranty coverage is two years for parts and one year for labor, excluding user-error damage. Delivery is FOB Destination with all transportation costs prepaid by the successful bidder. Standard payment terms are net 30 days from receipt of correct invoice. Quotations must exclude federal and state taxes. Award will be based on lowest price conforming to specifications or a combination of quality, conformity, delivery time, and cost, with price weighted at a minimum of 25 percent. Bidders should contact David Pelletier at 207-430-5697 or 207-557-2011, or Allen Ballard at 207-430-5679 to coordinate delivery and installation.
