About this file
This specification document from the Maine Army National Guard outlines requirements for Bid #14-014 to procure two ultra-high pressure oil burners for installation at existing boiler systems. The project involves replacing fuel oil burners at two facility locations: Houlton Armory (86 Pleasant Street, Houlton, Maine 04730) and Sanford Armory (88 William Oscar Emery Drive, Sanford, Maine 04073). The burners must be specifically designed for boilers with capacity ranges of 1,000,000 to 1,500,000 BTU/hr and are intended to reduce oil consumption and greenhouse gas emissions. Installation and full service training for at least two technicians must be completed within 30 days of award. Bidders must submit quotes using the specified spreadsheet format and provide contact information including name, telephone number, and email address. All inquiries should be directed to David Pelletier at 207-430-5697 or 207-557-2011, or Allen Ballard at 207-430-5679.
The specification requires ultra-high pressure oil burners meeting strict performance standards including 900-1800 PSI fuel injection, 30-40 percent air input reduction, and ETL or UL safety ratings compliant with standards UL 296, 296A, and 343. Anticipated benefits include 15-18 percent annual fuel use reduction and significant emissions reductions including 20 percent SO2, 25 percent NO and NOx, 15 percent CO2, 50 percent CO, and 60 percent SO reductions. The burner system must include an ultra-high pressure pump, one micron fuel filter, pressure accumulator, high-pressure fuel hose, and internal block fuel heater. Electrical requirements specify 110-volt operation integrated with existing boiler power. Warranty coverage includes two years for parts and one year for labor, excluding damage deemed user error. No substitutions are permitted, and bidders must coordinate delivery and installation by calling the designated contacts before items arrive at either facility.
