About this opportunity

The Virginia Department of General Services, on behalf of the Virginia Department of Conservation and Recreation, is procuring construction services through an Invitation for Bids (IFB) for the construction of a new single-story, ADA-compliant park ranger residence and associated site work at Grayson Highlands State Park in Mouth of Wilson, Virginia. The project scope encompasses demolition of an existing 1,225-square-foot prefabricated residence and construction of a new 1,554-square-foot, three-bedroom residence utilizing DCR Prototype #199-18366-001, including site grading, excavation, earthwork, erosion and sediment control measures, utility connections to existing well and septic systems, asphalt parking area with 18 stalls, concrete sidewalks, exterior lighting, and an electric vehicle charging station. Bidders must be licensed as either Class A or Class B Virginia contractors depending on contract value and must be registered vendors in eVA, Virginia's electronic procurement system. The contractor must achieve substantial completion within 270 consecutive calendar days from the notice to proceed, with final completion within 30 days thereafter. Key technical requirements include compliance with the 2021 Virginia Uniform Statewide Building Code, a design snow load of 43 pounds per square foot, a design wind speed of 110 miles per hour, installation of a Daikin heat pump mechanical system with variable speed ECM motor, mandatory geotechnical testing and inspection services with compaction testing requirements, and full compliance with Virginia Stormwater Management Handbook erosion and sediment control standards. The sealed bid submission deadline was 2:00 P.M. on April 29, 2026, with public bid opening scheduled for 2:00 P.M. on April 30, 2026, at The Lane Group, Inc., located at 310 Valley Street N.W., Abingdon, Virginia. A mandatory pre-bid conference was held on April 9, 2026, at 10:00 A.M. at the Grayson Highlands State Park Office, 829 Grayson Highlands Lane.

The contract will be awarded on a lump-sum basis for the Total Base Bid Amount plus two additive bid items at the Owner's discretion: one for a propane generator with transfer switch and another for an outbuilding with electrical service. Bidders must submit a bid bond equal to 5 percent of the bid amount for bids exceeding $500,000, and the contractor will be required to provide standard performance and labor/material payment bonds. Prevailing wage requirements apply if the contract price exceeds $250,000. All work must comply with Virginia regulations including the Virginia Uniform Statewide Building Code, the E-Verify program requirements for employee verification, and state-specific erosion and sediment control standards. The project includes integration with existing park infrastructure, requiring coordination with park maintenance staff and existing utility systems including the existing well and septic systems. Invitation for Bids documents are available for free download through eVA, with hard copies available from The Lane Group, Inc., for a $100 refundable deposit per set plus a $50 non-refundable shipping charge per set. The project manager is Scott Gordon, scott.gordon@dcr.virginia.gov, and Notice of Award will be posted on eVA at https://eva.virginia.gov.
