About this opportunity

The Greater Dayton Regional Transit Authority is requesting proposals for major body repairs on one 2019 40-foot Gillig transit bus (Unit 1916, Model G27D102N4, VIN 15GGD2716K3193584) under RFP 1916 Major Bus Accident Repair, with proposals due by 11:00 a.m. Eastern Time on September 29, 2026. A non-mandatory pre-proposal conference with site visit is scheduled for September 15, 2026, at 10:00 a.m. at 600 Longworth Street in Dayton, Ohio, with a virtual meeting option available; the final date for questions and clarifications is September 23, 2026.

The bus sustained extensive impact damage to the right rear corner from a collision with a city snowplow truck, with damaged components including the right rear access door, upper rear body panel, engine access door, right rear corner structural post, rear lighting panel, engine compartment protective door, rear bumper, air conditioning compressor outrigger, and main engine compartment wiring harness. The contractor must furnish all labor, parts, towing, equipment, insurance, and incidentals to return the vehicle to full operating condition; only new OEM parts are permitted unless prior written RTA approval is obtained for alternate or remanufactured parts.

The contract is a fixed-price agreement with a twelve-month term; the RTA reserves the right to extend the contract by written notice within thirty days, provided preliminary notice of intent to extend is given at least sixty days before expiration, with a maximum total duration not to exceed twelve months. The RTA's target schedule includes approximately two months for parts procurement and delivery and approximately four months to complete repairs. The project carries a 0% Disadvantaged Business Enterprise requirement, though DBE participation is welcomed.

Contractor must provide a minimum of five references documenting successful completion of comparable heavy-duty transit bus structural repair projects, maintain comprehensive documentation of technician certifications and training, submit a detailed production schedule with major milestones and projected completion date, maintain an established quality assurance and quality control program, and provide a minimum one-year warranty on all labor, workmanship, fabrication, structural repairs, paint, and supplied materials beginning upon final acceptance by the RTA's inspection team. Pricing must include itemized parts lists with part numbers, descriptions, quantities, unit prices, and extended prices, as well as itemized labor sheets with labor classifications, fixed hourly rates, estimated hours by classification, and extended labor costs; all pricing remains firm throughout the contract duration unless modified by approved change order. The contract is funded in part by the Federal Transit Administration and the Ohio Department of Transportation, and all contractors must comply with FTA required clauses, Buy America requirements, civil rights provisions, environmental protections, and federal regulations including debarment and suspension certification, lobbying restrictions, and labor law compliance.
