The Massachusetts Department of Elementary and Secondary Education (DESE) is seeking to establish a Departmental Master Agreement for professional copyediting services. DESE may require these services for a variety of materials, including curriculum standards, framework documents, technical guidance, newsletters, training materials, and website/social media content. The contract is open for responses on a rolling basis until December 31, 2021, with an initial contract period from the approval date through June 30, 2023, and the option to renew for up to 12 months at a time. Successful bidders must have a minimum of 5 years of experience providing copyediting and document design services, with a proven ability to meet deadlines. Preferred qualifications include 3 years of experience with educational materials. The evaluation criteria include the Supplier Diversity Program Plan, previous experience, the quality of submitted samples, references, and the clarity and competitiveness of the vendor's proposed rates.

DESE will consider bids from a variety of business types, including minority-owned, women-owned, and veteran-owned enterprises. The department reserves the right to award contracts to multiple vendors or a single vendor, depending on what is in the best interest of the Commonwealth. The total anticipated expenditure for the initial contract period and any renewal periods is $1,750,000, with funding from a mix of 45% federal funds, 45% state funds, and 10% trust funds.
