About this opportunity

The Alabama Law Enforcement Agency (ALEA) is requesting bids on the removal and replacement of a backup generator at the Jacksonville Post under ITB 184749, with bids due July 6, 2026 and a mandatory site visit on June 11, 2026 at 10:00 a.m. Attendance at the site visit is mandatory; failure to attend or sign in will result in bid rejection. Questions are due June 30, 2026 at 5:00 p.m., and all questions regarding ITB services, specifications, and requirements must be submitted during the mandatory pre-bid conference; only procedural questions are accepted outside that meeting.

The scope is removal of an existing Kohler propane-operated generator and turnkey installation of a new 18–20 kilowatt propane-operated generator with a single-phase, 240-volt automatic transfer switch rated at 100/200 amps. Work includes disconnection and removal of existing equipment, installation of new generator and transfer switch with all electrical and propane connections, system testing, operator training, permit acquisition, debris removal, and safety measures. All work must be performed during standard business hours (8:00 a.m. to 5:00 p.m., Monday through Friday). The new generator includes a five-year manufacturer's warranty from installation and operational date.

Bidders must hold a current Alabama Business License and employ certified electricians and plumbers/gas fitters. For bids exceeding $100,000, bidders must provide an Alabama General Contractor's License. Proof of licensure from the Alabama Electrical Contractor's Board and Alabama Plumbers and Gas Fitters Board is required. Bidders must provide minimum three commercial references. Insurance requirements include $2,000,000 liability coverage with $1,000,000 per occurrence, workers' compensation insurance, and an insurance certificate naming the State of Alabama as certificate holder.

Award will be made on an all-or-none basis to the lowest responsible bidder meeting all specifications. The contract commences upon award. Payment is made thirty days in arrears following invoice receipt and final walk-through inspection approval by an ALEA representative. Bidders must register with Alabama Buys and submit responses electronically through that system or by email to ITB.Responses@purchasing.alabama.gov. Contracts exceeding $25,000 require vendor disclosure statements within ten days of award. The State is exempt from sales tax.
