About this opportunity
The Michigan Department of Technology, Management and Budget's State Facilities Administration Design and Construction Division is issuing a Request for Qualifications (RFQ) for construction management services on the Michigan School for the Deaf New Dormitory project located at 1235 W. Court Street in Flint, Michigan (File Number 171/26085.SAA). The procurement seeks qualified construction management firms to provide preconstruction and construction management services for a new residential dormitory building designed to serve 120 deaf, hard-of-hearing, and deafplus students, expanding capacity from the current 50-60 students. The project encompasses a comprehensive scope including design and construction of a new 59,159 gross square-foot "Living Learning" residence hall featuring eight cottages accommodating 96 beds total and six independent living apartments for 24 beds, incorporating DeafSpace principles for architectural features optimized for visual communication and deaf culture. The total project budget is $39.5 million, including the $30 million estimated construction budget plus architectural and engineering fees, furniture, fixtures, equipment, audiovisual/IT systems, hazardous material abatement, and demolition of existing structures. Qualified respondents must demonstrate substantial experience with at least three completed projects valued at $30 million or more within the past ten years and provide detailed information regarding organizational structure, key personnel, bonding capacity, current workload, cost control methods, schedule management practices, quality control procedures, Building Information Modeling (BIM) capabilities, and project management software. The anticipated project schedule includes program finalization from June 16 through July 24, 2026; preliminary and final design from July 27, 2026 through February 28, 2027; construction start on March 1, 2027; substantial completion on May 1, 2028; and move-in on June 1, 2028. Responses to the RFQ must be submitted electronically through the State of Michigan Procurement System (SIGMA VSS) on or before Thursday, April 16, 2026 at 2:00 p.m. Eastern Time, and questions regarding the RFQ must be submitted in writing to Project Director Sheryl Ananich at ananichs@michigan.gov no later than 2:00 p.m. on Wednesday, April 8, 2026. The State will not be holding pre-proposal meetings, site visits, or proposer conferences, and respondents must submit the Acknowledgement of Addendums, Certification of a Michigan Based Business, and Responsibility Certification with their RFQ response.
Bidders must comply with Michigan business certification requirements demonstrating either a filed Michigan single business tax return with state income allocation, a Michigan income tax return showing state-generated income, or withholding of Michigan income tax from owner compensation, though firms with their principal place of business outside Michigan may respond if they provide services within the state. The Responsibility Certification requires bidders to attest that within the past three years, the bidder and its officers or 25 percent or greater owners have not been convicted of relevant criminal offenses, lost professional licenses, maintained tax compliance, been debarred from state or federal contracts, or violated environmental, consumer protection, prevailing wage, occupational health and safety, civil rights, or labor practice laws; false certifications constitute felonies punishable by fines of not less than $25,000 and potential debarment. State prevailing wage requirements will apply to all project work, including demolition of existing buildings, utility relocation, hazardous material abatement, early grading, sitework, and associated enabling work, all of which must be included within the construction manager's scope with no items to be procured separately at this time. No incumbent vendor information is provided in the procurement documents. The selected firm will be invited to submit a technical proposal in response to a subsequent Request for Proposal and may be invited for interviews as part of the final selection process. The 2024 phasing plan provided is noted as conceptual only and is expected to be updated by the selected construction manager during the next phase of the project.
