April 16, 2026 at 2:00 pm
ADDENDUM ITEMS: (attach additional sheets and drawings if required)
1. Question: Please confirm whether the State intends to hold a pre-proposal meeting, pre-bid meeting, site visit, or any other proposer conference for this RFQ. If so, please provide the date, time, location, and whether attendance will be mandatory. Answer: No, there will be no meetings or site visits.
2. Question: Please confirm the applicable wage requirements for this project, including whether State prevailing wage requirements, Davis-Bacon requirements, both, or neither will apply. Answer:
State prevailing wage requirements will be in effect.
3. Question: Please confirm whether the 2024 phasing plan attachment is still considered current and should be relied upon by respondents, or if it is conceptual only and expected to be revised during the next phase. Answer: The phasing plan is no longer current and will need to be updated by the selected CM.
4. Question: Please confirm whether the stated $30 million estimated construction budget includes demolition, site work, utility relocations, hazardous material abatement, and other enabling work, or if some of those items are outside the stated construction budget. Answer: the construction budget includes the building and site work. Total budget of 39.5 million also includes A/E fees, engineering, inspections, furniture, fixtures, equipment, moving, AV / IT abatement and demolition.
5. Question: Please clarify whether the anticipated CM scope is expected to include demolition of existing buildings, utility relocation, hazardous material abatement, early grading/sitework, and associated enabling work, or if some of those items may be procured separately. Answer: all project related work to be part of the CM scope and there are no items to be procured separately at this time.
6. Question: Please confirm which of the attached forms are required to be submitted with the RFQ response, including whether the Acknowledgment of Addendums and Certification Forms are required at this stage or only later in the process. Answer: Please include the Acknowledgement of Addendums, Certification of a Michigan Based Business and Responsibility Certification with the RFI / RFQ response.
7. Question: As part of RFP-171-261490-1, there appears to be a sample CM contract. That document, however, does not appear to be included in RFI-171-260011-2, which we understand is the correct response folder. Could you please confirm whether CM firms are expected to review that sample contract as part of this qualifications submission? Also, please confirm whether you would like any contract comments or exceptions submitted with this proposal, even though the sample contract appears in the other folder. Answer: the sample contract is not needed for the RFI response; no contract comments or exceptions are needed at this time.
8. Question: The document titled “CM RFQ (initial RFI) (Rev 11-25) 26085-1” is provided as a PDF, which does not allow respondents to type directly into the form. Would it be acceptable for us to provide our responses to Part III – Qualification Requirements in a separate document for your review? Answer: Yes, please provide responses in a separate document.
9. Question: In the same “CM RFQ (initial RFI) (Rev 11-25) 26085-1” document, Part V – Identification/Certification appears to be incomplete. The final sentence reads, “Please show your workload as follows,” but no additional information is provided before the signature line. Could you please clarify whether this language is incomplete, or if it is intended to refer back to the workload information already requested in Part III – Qualification Requirements? Answer: Please disregard the second “Please show your workload as follows” before the signature line.
10. Question: The submission process in SIGMA appears to include five steps, some of which are a bit unclear. Could you please confirm the following:
a. Under Step 1, “Select Line,” should “Line 1” simply be selected? Answer: Yes
b. Under Step 2, “Respond to Lines,” should the “Response Type” be entered as “Bid,” and should the “Bid Contract Amount” be entered as $1.00? Answer: Yes
c. Under Step 3, “Respond to Criteria,” it appears the only item listed is “Michigan Based
Business.” Answer: See the answer to question 6.
d. Under Step 4, “Enter Discounts & Comments,” it does not appear that any entry is required for this RFQ. Answer: None is required.
