About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB) is soliciting competitive sealed bids for the renovation of five elevators (four hydraulic passenger elevators and one service elevator) at Michigan State Police Headquarters located at 7150 Harris Drive, Dimondale, Michigan, under DTMB File No. 171/24099.TYC. The project scope includes removal and replacement of existing elevator machinery, controls, and access control features; electrical work integrated with the building's existing fire alarm system; installation of new addressable smoke detectors; and phased construction to maintain elevator operations throughout the 470-calendar-day contract period. Required qualifications include proof of State Project Registration from the Department of Labor and Economic Opportunity, compliance with Michigan's 50 percent in-state residency requirement for construction mechanics, and completion of mandatory background checks required by the Department of State Police. The mandatory pre-bid conference was held on February 23, 2026, at 10:00 a.m. ET at the project site, and bids are due March 18, 2026, at 2:00 p.m. ET through the SIGMA VSS electronic submission portal; pre-bid questions are accepted until March 4, 2026, at 2:00 p.m. ET. Evaluation criteria include selection of the lowest responsive, responsible, best value bidder, with bids remaining open for a minimum of 60 calendar days after opening. Bid security of five percent (as certified check, money order, or bid bond) is required, and performance and payment bonds are mandated for all bids exceeding $50,000. The project includes an $80,000 contingency allowance and unit pricing for additional concrete floor slab cutting and patching and miscellaneous structural steel supports, as well as three bid alternates covering electrical feeder relocation, hydraulic jack replacements, and new jack supports and shut-off valves.
The project is subject to prevailing wage requirements for all construction mechanics and Michigan State Construction Code compliance, including asbestos abatement procedures appropriate for the pre-1980 facility. Service-Disabled Veteran-Owned Businesses (SDVOBs) are eligible to claim a 10 percent pricing preference if proper documentation is submitted with the bid, including proof of service-connected disability and business ownership documentation, with the State of Michigan providing verification requirements in the SDVOB Preference program established under Michigan Public Act 91 of 2005. The State of Michigan will supply all new addressable fire alarm devices from existing salvage stockpile inventory, with procurement coordination directed to Robert Weller at DTMB (WellerR@michigan.gov, 517-284-7961), and Honeywell will perform fire alarm programming upon completion. Contractors must comply with all incidental items necessary to complete modifications described in three issued addenda (Addendum 1, 2, and 3), including fabrication and installation of metal stairs and platforms, hollow metal door and frame systems, and insulated metal panels with specific material and fire-rating requirements. Bids must include proof of Qualified Disabled Veteran (QDV) status as a second attachment if applicable, and contractors are limited to Monday through Friday work from 8:00 a.m. to 5:00 p.m. unless written permission is granted for weekend work. No specific contract award value or budget range is disclosed in the procurement documents, though the contingency allowance of $80,000 and requirement for performance bonds on bids exceeding $50,000 provide indirect indicators of anticipated project scale.
