About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration is requesting sealed bids for fire alarm system replacement at the Lansing Joint Operations Center (615 W. Allegan Street, Lansing, Michigan) under File No. 171/22202.HJD, with bids due August 26, 2026 at 2:00 p.m. ET. A mandatory pre-bid meeting and site walk-through are scheduled for August 11, 2026 at 11:00 a.m. and 11:30 a.m. ET, respectively; all prospective prime bidders must attend both. The State of Michigan offers a 10% Service Disabled Veteran Owned Business (SDVOB) pricing preference to vendors meeting eligibility criteria (51% or more owned by one or more service-disabled veterans), requiring submission of DD214, VA Rating Decision Letter, and proof of business ownership with bid response.
The scope encompasses complete removal and replacement of the existing fire alarm system with an addressable system including new fire alarm control panels, remote annunciator panels, interactive graphic displays, monitoring modules, smoke and heat detectors, pull stations, strobes, horns, speakers, and associated electrical infrastructure across basement, first floor, and second floor. The contractor must be NICET Level 2 certified and comply with NFPA 72 and National Electrical Code Article 760. Key requirements include installing a Raycap RSE-2 Surge Protective Device with 200kA capacity, minimum 3/4" EMT conduit painted red, fire alarm power circuits with 25% spare capacity, peer-to-peer network configuration for redundancy, shop drawings and wiring diagrams for approval, system testing, staff training, and salvage and inventory of existing devices. Bids must include 5% bid security (certified or cashier's check, money order, or surety bond authorized in Michigan). All prospective vendors must provide proof of State Project Registration and remain lien clean five business days prior to the pre-bid meeting. Questions are due by August 19, 2026 at 2:00 p.m. ET to Brett Thelen (bthelen@matrixceinc.com). Bid security and contract performance require compliance with prevailing wage, nondiscrimination provisions, Michigan Right-to-Know Law, asbestos attestations, and soil erosion regulations. Addendum 1 was issued August 20, 2026 and distributed August 21; bidders must acknowledge receipt on the Bid Form.
